Background
  • The US is focusing on alternative means of energy
    for two reasons
  • For National Security by reducing our dependency
    on foreign petroleum imports
  • For a cleaner environment by reducing the amounts
    of hazardous emissions from the burning of fossil
    fuels

Alternative Fuels
  • Presently DESC purchases Biodiesel (B20) and
    Ethanol gasoline (E85) for administrative fleet
    vehicles
  • Some installations have CNG and/or Electric fleet
    vehicles

  • From the Presidents 2004 State of the Union
    Address, efforts have been funded to develop a
    Hydrogen powered economy
  • Commercial car makers are investing millions to
    develop affordable hydrogen powered vehicles

Hydrogen
  • In 2004 DLA (DESC-BP) was requested by Congress
    to look at the Potential Use of Hydrogen as a
    Defense Logistics Fuel (email Pam for
    electronic version)
  • TARDEC was given 10M in Congressional funding to
    continue the development of hydrogen fuel cells
    for DoD vehicles
  • Hydrogen powered vehicles is still a decade or
    more into the future

Hydrogen
  • DoD is developing hydrogen battery packs to
    replace the current heavier batteries that
    soldiers have to carry
  • Hydrogen power for stationary means like back-up
    generators and to operate power grids

Synthetic Fuels (GTL)
  • Synthetic fuels use a Gas-to-Liquid (GTL)
    technology such as Fischer-Tropsch or Thermal
    Conversion Processing
  • This process can use many types of feedstock
    (coal, natural gas, biomass, etc) and convert it
    into a liquid fuel
  • The end product is free of any hazardous material
    (NOx, SOx, particulate, aromatics, etc) and is a
    super clean fuel

Synthetic Fuels
  • These fuels are being used today. The jet fuel
    from Johannesburg International Airport in
    Southern Africa, is supplied synthetic fuel from
    SASOL Corporation
  • This jet fuel is permitted in ASTM D1655 and DEF
    STAN 91-91 specifications at a 50 blend
  • Several companies in the US are attempting to get
    government assistance for the development of a
    synthetic fuels industry

Advantages to GTL Fuels
  • Reduce the dependency on foreign imports of
    petroleum products
  • Decrease amount of fossil fuel emission
    pollutants
  • Bring technical jobs to low income areas by using
    waste coal products, meat rendering waste, etc.
    as feedstock to the GTL process and converting to
    a liquid fuel (plants in PA and MO)
  • GTL technology is NOW

DoD and Synthetic Fuels
  • DESC-BP is a member of the OSD Synthetic Fuels
    Task Force (OSD Point Bill Harrison)
  • Presently drafting an MOU with DOE regarding GTL
    development and policy
  • Working with Capital Hill to establish a
    preference for synthetic fuels
  • Establishing test programs to support the
    development of new specifications to permit the
    use of GTL fuels worldwide
