Group overview RPS offers a wide variety of
services from its network of offices throughout
the UK, Ireland and the Netherlands and its bases
in Paris and Frankfurt. RPS is a

Water Services overview RPS Water Services (RPS
WS) provide strategic consultancy, asset network
management and operational contracting services
to the water industry and water users. The
identification of these three service areas
follows a similar separation of responsibilities
in the structure of the UK water industry.We
believe that to provide best value solutions to
our clients there is a dual requirement to be
able to provide a single specialist service when
it is needed together with the economic and
efficiency benefits of a comprehensive integrated
service when it is applicable. RPS Water
Services as part of the RPS Group can provide
clients with a truly comprehensive range of
services giving them total solutions.These range
from strategic consultancy on economics or
resource development to on the ground operational
duties such as leak detection and valve
maintenance. The overall scope of services
offered includes the capabilities of the Group in
environmental management, due diligence, planning
and risk assessment together with the water
service specialist areas of work. In all project
commissions RPS WS will provide an independent
service backed by the capability and resources of
the RPS Group. RPS Water Services are structured
with an account manager appointed for each
client. We aim to provide clients with continuity
and insight into their specific issues by
developing relationships and understanding.
Specialist technical areas, for example IT
solutions or leakage economics, are provided
through operational or Group divisional offices.
RPS Water Services are working for the majority
of water companies and authorities in the UK and
Ireland, with manpower in excess of 450 full-time
personnel, a fleet of 275 survey vehicles and
specialist equipment and software valued at more
than 3.5m.

Water Services training RPS Water Services has
fast become a recognised training provider to
the water industry and is currently supplying
training services to several of the major
companies. RPS Water Services is a CABWI
accredited NVQ assessment centre, providing the
necessary training and assessment for its own,
and clients, staff, to gain industry
recognised qualifications. Along with a number of
qualified NVQ assessors RPS WS have operational
specialists with many years experience in the
water industry who support the training team.
RPS Water Services offer a range of tailored
training courses, which are delivered to meet
the clients requirements. As a leading specialist
in network and leakage management clients can be
confident that course tutors will be practising
experts.

Water Services Quality Assurance RPS Water
Services operate a Quality System meeting the
requirements of BS EN ISO 9001 2000. Training
is carried out to ensure that all staff are aware
of the requirements of the Quality Management
System. Water Services Health Safety RPS
Water Services has a Safety Management System in
place to ensure the safety of all its employees
and other people affected by the works
undertaken. The Health and Safety Policy
Statement is reviewed on a regular basis for the
approval by the RPS Group board of
directors. Water Services Environmental Policy
RPS monitors the implementation of its corporate
environmental policies through its certified
quality management system (ISO 9001 ISO 9002).
RPS has also achieved full ISO 14001
certification of its Environmental Management
System for its Oxford environmental consultancy
office. RPS Water Services policy is to minimise
disruption to the environment, our Clients and
their Customers. RPS Water Services employees are
made aware of its Environmental Policy and are
provided with suitable training to improve
awareness and clearly outline individual
responsibilities.

Water Services performance based leakage
management services Performance contracting
delivers cost effective detection based on
savings achieved and improves the accuracy of
data and security of reporting structures
through rigorous examination driven by the
contract imperative. RPS Water Services
pioneered the provision of leakage management
services where payment is purely based on the
reduction of leakage achieved as a direct result
of its activities. RPS WS have been operating
such contracts for 10 years. The concept of
performance based contracts is simple. When RPS
WS are successful, the client has been successful
in achieving its goal of reducing its losses and
efficiently maintaining them at an appropriate
level. One of the key benefits to the client of
an effective performance contract is the
significant reduction in supervision burden
associated with payment on a dayworks basis. For
RPS WS to be successful, it is essential that it
deploys highly motivated and appropriately
skilled and experienced staff and that they
achieve real results.

Water Services software solutions RPS Water
Services has considerable operational experience
in analysing and reporting performance, including
the development of reporting tools and
systems. LMARS Leakage Monitoring and
Reporting Software is an integrated leakage
analysis solution developed over the last
three years by RPS WS. LMARS is currently
being used for primary reporting by a number
of water companies. PLAS Pressure Leakage
Analysis Software (PLAS) is a solution developed
by RPS WS to assess potential pressure management
schemes. PLAS utilises asset and logged
information to determine the potential water
saved by a proposed pressure management scheme.
Using the costs of the schemes and the cost of
water it ranks the potential schemes in order of
cost effectiveness.

and optimisation development of reporting

of leakage manuals and best practices.

    maintenance contractor to validate the integrity
    of DMA and the leakage data collected prioritise
    DMA for active leakage detection activity and
    implement that activity prioritise co-ordinate
    repairs.
  • Project management is provided on a dayworks
    basis with active leakage detection provided
    purely on a performance basis.

Pressure Audit RPS WS staff systematically
checked the integrity of DMA. RPS WS then
produced method statements for the closing in
of the breached DMA. Having deployed pressure
loggers, any effects caused by the
re- configuration of the network were
monitored. RPS WS carried out Average Zone Night
Pressure surveys in 200 DMA. RPS WS staff
interrogated the clients GIS to identify
pressure logging locations. Data from the
deployed loggers was subsequently use to
calculate an AZNP for each DMA. Both aspects of
this contract were provided purely on a
performance basis.

Contract description Network Leakage
Detection RPS WS deployed leak detection teams to
the Wigan Water Supply area to conduct
surveys. The teams worked under the direction of
a RPS WS Project Manager and Senior Technician
based in the local North West Water office. Their
role was to analyse flow and pressure data,
compile plans and direct the field staff to
prioritised areas requiring active leakage
detection. Team activity was closely monitored
and reported to the client to ensure effective
and efficient performance was maintained.

Contract description Pressure Management
Maintenance Optimisation RPS WS
provides a PRV maintenance and optimisation
service for United Utilities. An RPS WS Project
Manager has delegated responsibility for
programme management. In addition to the
logging and maintenance of PRVs, RPS WS engineers
determine those zones which would benefit most
from pressure management optimisation, resulting
in maximum financial savings through reduction in
leakage and reduced water into supply.
