Assessments
  • Culvert
  • Traffic Barriers
  • Signs
  • Aggregate Sources
  • Wetlands Mitigation Sites
  • Tide Gates

3
Common Issues Needs
  • Inventories
  • A current and accurate Statewide inventory.
  • Resources
  • FTEs and to perform field inventories and
    ratings.
  • FTEs and to maintain and update inventories on
    a regular basis.
  • Automation Needs
  • Databases, analysis tools and reporting tools.
  • Standard data elements for minimal system and
    data integration
  • Location descriptions (LRS), condition, type,
    install date, decommission date, etc.
  • Statewide cooperation coordination of field
    data collection efforts
  • Updated field data collection technology
    practices
  • 3rd video camera, GPS equip., use of video log,
    contacting, partnering, evaluation of inventory
    schedules, etc.
  • Integration w/ other asset data
  • Access to - Construct Drawings, ITIS, Culvert,
    etc.

4
Culverts
  • 1 Billion estimated value based on an estimated
    inventory of 50,000 culverts statewide.
  • Many culverts are reaching the end of their
    design life.
  • Failed culverts have major impacts on mobility
    and safety.
  • There is a need to assess the condition of
    culverts statewide.
  • Plans must be developed for the replacement or
    rehabilitation of these structures.

5
Traffic Barriers
  • 350 Million estimated value.
  • A current inventory had not been available and
there is no repository for the data once
    collected.
  • Some barriers may appear to be in fair or good
condition but are no longer compliant with
    federal standards.
  • There is a need to assess the condition and
compliance of these assets statewide and maintain
    that inventory.
  • Urban freeway and interchange areas are difficult
    and unsafe to field inventory.

6
Signs
  • 197 Million estimated value (includes major and
    minor signs).
  • Require frequent inspections and maintenance
    inventory.
  • Federal retro-reflectivity standards require
night drives to assess reflectivity condition.
  • Several different data collection methodologies
    and databases in use.
  • Susceptible to environment and collisions.

7
Aggregate Sources
  • 1 Billion estimated value.
  • Availability of sources could impact mobility and
costs during projects, especially in some areas
    of the state.
  • Lack of sources can delay the delivery of
emergency repairs such as coastal washed out
    roadways.
  • Essential to know the type and location of
    material source sites for projects.
  • Access to accurate and complete data is key for
    state geologists.

8
Wetland Mitigation Sites
  • Actual value is unknown. Estimated 74 ESA and
Mitigation sites. Construction and PE costs range
from 50,000 300,000 per site to construct.
  • Mitigation sites need to be identified for
    project development avoidance purposes. Increased
cost can be programmed for ahead of time.
  • Even when we know where these sites are it takes
considerable effort to avoid during routine
    maintenance activities.
  • State and federal permits obtained for ODOT
    projects stipulate mitigation site performance
standards and require a minimum of five years of
    monitoring.

9
Tide Gates
  • 78,000 estimated value.
  • Although there is no formal tide gate management
program it has been determined that the efforts
to currently maintain this asset are sufficient
    and have no immediate needs.
