Weatherization Assistance Program (WAP)
  • Now about 3,500/unit
  • 50 of residents must be income eligible (60
    AMI)
  • Owner agreement (no MCI rent increase)

  • Designated WAP Provider is contracted by DHCR to
    do audit, oversee work

  • In buildings of 100 units or less
  • Provides light bulbs, fixtures, appliances,
    tenant education for free to tenant
  • Can be combined with WAP projects
  • Can be used for individual apartments for
    eligible tenants (Same income guidelines as WAP)

Enterprise Green Communities
  • Charrette Grants for up to 5,000.
  • Up to 1000 per unit to maximum of 50,000 per
    project Up to 25,000 may be used for planning.
  • Must meet Green Communities Criteria integrated
    design process, water conservation, using
    recycled materials, minimizing residents
    exposure to toxic materials, indoor air quality,
    and sustainable building operations and
    management practices energy.
  • Projects should include at least 25 units at or
    below 60 Area Median Income (AMI).

HUD Green Retrofit for Multifamily
  • Up to 15,000 per residential unit to reduce
    energy costs, cut water consumption, and improve
    indoor air quality.
  • HUD assisted housing Section 8 project-based
    rental assistance Section 202 (elderly) and
    Section 811 (disabled) programs.
  • Applications for funds are being accepted
    beginning June 15, 2009.

NYSERDA MULTIFAMILY PERFORMANCE PROGRAM
  • Affordable (up to 80 AMI or SMI) or Market
  • Requires 20 reduction in energy use
  • Incentives paid to building owners
  • Owner selects partner and pays partner fees
  • Can use the NYS Energy mart Loan which reduces
    interest rates by 4

Solar Energy
  • 45 of NYS electricity will be achieved via
    energy reductions and renewables by 2015
  • NYSERDA buys down the initial retail cost of the
    installed system by up to 35. See

  • Federal Tax Credits allows up to 30 of the
    system costs for qualified solar water heating
    and photovoltaic systems for both commercial and

  • NYS Solar and Fuel Tax Credit offers a 25 credit
    for residential PV systems in New York State.
    This credit pays up to 5,000 for 10kW
    residential systems or 50kW on condos and co-op

  • The NYC Property Tax Abatement Bill 35 of the
    balance of the cost of the system is applied to
    the owner's property tax over a four-year period
    (8.75 per year up to 62,000. This credit was
    passed in June 2008 and will remain in effect
    until January 2011, when it will be reduced to 5
    per year over 4 years.
