The Honourable Stockwell Day, Minister of Public
Safety, today announced an investment of 431.6M
over five years to reinforce smart, secure
borders.

eManifest News Release


The 396M investment for eManifest will provide
the CBSA with electronic data that allows for 100
percent automated risk assessment before
shipments reach the border. Highway and rail
carriers will be required to submit
electronically and pre-arrival all cargo, crew
and conveyance information. This will allow the
CBSA to have the right information at the right
time in order to make informed decisions.

eManifest - Description
eManifest builds upon the Advance Commercial
Information (ACI) initiative, and will allow
transporters, importers, brokers, and freight
forwarders to transmit to the CBSA advance data
about commercial shipments so that the CBSA can
identify high risk shipments before their arrival.

  • eManifest will feature more efficient border
    processing of commercial shipments through
  • Electronic pre-arrival data requirements for
    highway and rail carriers, freight forwarders,
    importers, and brokers, cargo, conveyance and
    crew data
  • Automated risk assessment of all data
  • Entry / examination decisions made prior to
    arrival and,
  • More informed decisions on whether to examine or
    release goods.

  • Phase III of ACI.
  • The next critical step required to improve the
    ability of CBSA to detect shipments that pose a
    high risk to the safety and security of
    Canadians.
  • To be implemented incrementally over a 5-year
    period.

ACI Pre-Arrival Transmission Requirements
  • Risk-based, automated targeting against
    electronic carrier and cargo information
    transmitted before goods arrive in Canada, in
    order to detect high-risk shipments containing
    contraband or posing a threat to health, safety,
    and/or national security.
  • Part of Canada-U.S.- Mexico commitment towards
    collective security and economic prosperity.

admissibility or examination recommendation prior
to arrival in Canada
Carriers will provide electronic cargo and

eManifest Consistent and Compatible Border
Processes
  • In partnership with the United States and Mexico,
    eManifest will implement compatible electronic
    processes based on advance electronic commercial
    information to effectively assess risk, ensure
    efficient border procedures, and secure the
    international trade supply chain
  • eManifest will employ, to the greatest extent
    possible, the World Customs Organization (WCO)
    Framework of Standards to Secure and Facilitate
    Global Trade

eManifest End State Project Completion
  • Phased implementation over 5 years.
  • Risk management strategies will be identified,
    documented, and developed throughout the project
    lifecycle.
  • The CBSA will continue to adopt best practices
    and lessons learned from other government
    initiatives, U.S. Customs and Border Protection,
    Aduana Mexico, and prior experience in
    implementing the first two phases of the ACI
    Initiative.
  • Ongoing exchange of information with key external
    stakeholders will help guide the project.

  • Description
  • Aimed at identifying and addressing issues within
    the current systems development process and
    infrastructure, including CBSAs testing
    methodology and configuration, with the overall
    goal of improving the time to market and
    independence between lines of business, while
    maintaining service level objectives and quality
    expectations.
  • There will be a significant increase in
    processing requirements with eManifest including
    upgrades to hardware, CPU, memory and
    datastorage to support eManifest.
  • The current model for systems development and
    implementation is highly integrated, hampering
    the delivery of new functionality. Lines of
    business cannot independently schedule and
    implement software releases.
