Management of the Annual Bidding Coupe

Domestic timber supply

• There are three main sources of timber supply to
  domestic consumption
• - Forest concession
• - Annual bidding coupe
• - Confiscate illegal timber by court decision
• Note The forest concession harvesting was
  suspended from the first of January 2002 up to
  now by the Prakas of Minister of Agriculture,
  Forestry and Fisheries (Dec. 2001).

• For solving this problem, FA started to seek
  another sources for timber supply to local
  consumption
• Selling the timber which confiscated by the
  decision from the Court.
• Establish annual bidding coupes out site forest
  concession that allowed by the forestry Law 2001.

Management of the bidding coupe

• The main process in this procedure is divided in
  2 stages as following
• - Forest inventory tree marking and
  preparation of forest management plan
• - Public bidding procedure (Mr. Thorn Sarath)

The chief of FA Division has the duty to prepare
a forest management plan for production forest
out side concession areas located under their
jurisdiction, and submit to the head of FA for
commend and approval.

of forest management plan

• Bidding Coupe is conducted the technical process
  that follow the procedure stated in the forestry
  law and manuals.
• The technical process is mainly
• Pre- survey the coupe areas
• Forest inventory and resource calculation by
  coupes and 100 inventory in block
• Environmental and social impact assessment and
• Preparation of forest management plan.

In 2006, bidding coupes were arranged by FA,
which located in the following

• Siemreap FA Cantonment
• covers 2692 ha

Ratanakiri FA Cantonment covers 7511ha
Kratie FA Cantonment covers 1476.95 ha
Strung Treng FA Cantonment covers 1.520ha

• A- Natural Forest Coupe
• There are 13,234ha. with 53,367 m³ at
  4coups of 4 FA.cantonments , in that
• 7,591ha with 29,506m³ at FA.C-R.Kiry
• 1,500ha with 5,534m³ at FA.C-S.Treng
• 1,500ha with 12,070m³ at FA.C-K.Tie
• 2,643ha with 6,257m³ at FA.C-S.Reap

• B- Man made Forest Coupe
• There are 503ha. with 10,086 two st., at 3
  State Plantation of 2 FA.Cantonments, in that
• 200ha with 3,583 two st., at H.S. meanok state
  plantation of FA.C-K.Chhnang.
• 303ha with 6,548 two st.
• -166ha with3,782 two st. at T.tom state
  plantation.
• -137ha with 2,766 two st. at B.angkor state
  plantation of FA.C-K.Pot.

Bidding Procedures

• The Bidding Committee has been formed by
  representative from
• - Director of FA center is a chief
• - Provincial Governor is a deputy
  chief
• - Director of FA inspectorate is a
  deputy chief
• - Ministry of Economic and Finance is
  member
• - Chief of FA cantonment is reporter
• - Chief of FA division is clerk
• All Coupes were disclosure by TV, Radio and News
  paper media, moreover, Parkas sticks at Insp.
  Can. Div. of AF and Local Authority where Coupe
  located.

Bidding Procedures

• Qualification of Candidate required
• Phys. or legal person who has ID Khmer nation
  exclude Govt. employee can be proceed as a
  candidate.
• Group of forestry specialize, finance and
  machineries.
• 10 deposit of total price of log quantity in
  Coupe.
• US54/m³of 2nd class log for natural forest and
  us 20/ double st. is basic of price for bidding
  up.
• The highest price offered by candidate will be
  accepted.
• The winner will be proceed to MAFF for issue a
  principle enter coupe permit.

Schedule of payment

• A-Natural Forest
• Quarterly paid before enter coup for log cutting.
• The last quarter will be paid included a
  10deposit when closing Coup reported by
  competent to FA.
• B-Man made Forest
• Semester paid before enter coup for log cutting.
• The last quarter will be paid included a
  10deposit when closing Coup reported by
  competent to FA.
• C-Revenue collected
• All royalties of log directly pay to national
  Treasury and premiums pay to National Forestry
  Development Fund, through planning and accounting
  office of FA prepare a service to customer
