• Disaster/ Drought risk reduction. Are we lumping
  all these terms together or differentiating them?
  
• Disconnection between disaster management and
  mainstreaming disaster risk reduction
• What are the constraints to implement DRR even
  where theres political will?
• How do communities interact with national
  policies?
• Why are institutions working with disaster risk
  mgt in presidents/ PMs office?
• Should we move from policy to practices or from
  practices to policies?

• Pastoralists have silent governance structures
  to manage drought
• Policy and practice should be reinforcing each
  other.
• Has the previous massive effort to address DRR
  been like land cruiser/rover development?
• How do we support community based orgs to
  influence policies and strengthening NRM at local
  level?

Drought Risk Management

• Namibia Gov shifting to longer term perspectives
• Little progress in reducing incidence and
  severity of emergences deeper chonic problem of
  a structural nature
• Black and white humanitarian development doesnt
  work. Must work in grey area
• Contiguum approach (development humanitarian
  strategy complemented)
• Donors must plan for medium term solutions

• As long as we have systems/ mechanisms that
  relieve govt from responsibility, crisis will
  continue to emerge
• What is the difference between acute and chronic
  crisis? What are the tools to measure the
  difference?
• Is drought now a normal condition?

Ways forward

• Move from knowledge to policy and practice
• Need to affect social/political attitudes to
  pastoralists and poverty reduction in drylands
• If we are to shed welfare based interventions,
  must have functioning policy to fill the void
• - Policy must be written with realistic
  actualization in mind
• Drought risk must be treated as regional cross
  sector issue
• - Its elements must be treated as specific and
  not generalized issues

Ways forward for the Forum

• The need to seek out new watys of sythesizing
  varied sources of disaster risk management
  knowledge
• Drought Forum as knowledge broker
• - Collection and analysis of successful and
  usuccessful cases
• Begin to build tools and guidlines for putting
  policy into practice
