(e-government is potentially advocated as a means
for development ). - Countrys with various ICT and development
initiatives - E-readiness very low ( e.g. weak
telecommunication infrastructure and teledensity,
services not affordable for ordinary citizens)

- The main research question addressed in this
paper is how can the link between e-government
and development be made more effective? - The aim is to explore the status of e-government
implementation in Mozambique and suggest possible
ways of improvements.
5Conceptual Framework -Good Governance and
Development
- We see good governance principles being a major
building block for development (UNDP 1997).
Therefore evaluating some principles of good
governance is a way to explore if development is
being met through e-government. - It enhances the capability of the government to
be more transparent, accountable and responsive
it improves the relationship between the
government and the public, business and other
governments it makes the government more
efficient improve the quality of decision
making, among other benefits.

people can actually do and be (choices
enablements and constraints) rather on increasing
of their incomes - E-government is not lucrative in less developed
contrries where for instance the industry of
