ANRC Responsibility
  • The Commission makes funding and regulatory
    decisions relative to
  • soil conservation,
  • water rights,
  • dam safety,
  • floodplain management, and
  • water resource planning and development.

Commission History

Commissions Purpose
  • Guide state policy in soil and water conservation
  • Assist districts in carrying out their programs.
  • Appoint directors and assist with district
    elections.
  • Secure assistance for districts from federal and
    state agencies.
  • Prepare budget requests for state appropriations
    to support district programs.
  • Keep districts informed and facilitate the
    exchange of information and experiences among
    districts.

Commission Members
  • Nine commissioners
  • appointed by the governor to seven-year terms.
  • Terms are staggered so that at least one term
    expires each year.
  • Two Commissioners for each of Arkansas four
    Congressional districts with the ninth
    commissioner holding an at-large position.
  • some commissioners are also district directors.
  • Districts should feel comfortable communicating
    directly with nearby commissioners about a
    particular districts needs, desires, or
    problems.

ANRC Staff
  • Executive Director, appointed by the Governor,
    manages a staff of approximately 83 persons
  • Executive director reports to the Governor on
    budget, personnel, and related management.
  • Executive director reports to the Commission on
    policy and financial assistance commitments.

    Water Resource Management, Water Resource
    Development.

State Committee and Commission Responsibilities
  • Due to its technical expertise in soil and water
    resources matters, the Commissions executive
    director or his designee has been designated by
    law or by executive order to serve on various
    commissions and committees or to act as advisors
    to these commissions and committees.

  • regulates and manages efforts to correct and
    prevent pollution of air and water

    regulation of water well drilling contractors and
    pump installers

    gravel, minerals or timber from state owned land.

  • created to develop improvement districts adjacent
    to the Red River and to cooperate with federal
    authorities in the construction of the Red River
    Navigation System

    other support as necessary
