that theyre interoperable, preferably from the

spent in Iraq and Afghanistan trying to make
systems talk to one another that should have been
able to talk to one another in the very

  • Problem The Warfighter is not getting cost
    effective, timely, synchronized delivery joint
    capability
  • Programs developed in stovepipe acquisition
    process multiple governance and management
    activities overseeing progress lack of joint
    perspective in tradeoff analysis
  • Processes are not structured to support
    cross-cutting, department-wide development
    efforts
  • Lack of integrated configuration management,
    systems engineering and integration
  • Solution Re-orient our processes to deliver the
    capability with speed demanded by the warfighter
  • Assign responsibility and authority to a
    Capability Portfolio Manager (CPM) for providing
    a complete capability for the Department
  • Provide COCOM greater influence over capability
    development and acquisition through CPM and C2CIB
    constructs
  • Re-orient DoD processes around joint capability
    portfolios
  • Allocate resources and align processes to achieve
    the Warfighters objectives
