Megasystem

• National Information systems combined with legal
  documents, supporting effectiveness, liability,
  security and easiness of data processing.
• The notion megasystem in accordance with the
  National Program INFORMATICS

Main principles

• Megasystem mustnt be looked upon as one huge
  superregister in whitch all national registers
  are united. Its more like a set of separate
  functioning, but harmonized registers.

• Register is information sistem and the set of
  legal procedures that determine the registration
  process of the objects.

Main principles

• All objects of state significance (persons, cars,
  real estate, legal entities) must be registered
  in the registers.
• The registration certificate of object must be
  issued as the result of registration of objects
  (passport, certificate of legal entity)
• The registration certificate must be printed from
  registers database

Main principles

• Each object is allowed to registrate only in one
  register. The place and source of the information
  about the object must be precisely defined, as
  well as responsibility for the preciseness of the
  current information.
• Other information systems must use information
  about particular object from this register. It is
  not allowed to repeat data input.

Main principles

• Information must be fixed electronically in the
  place where the information is originated.
• It is not allowed to repeat manual information
  input from registration certificate or other
  documents.

Main principles

• The following years the system of using
  traditional paper documents will be changed to
  system of using data base files, when an event
  or fact is assured not by a traditional paper
  document, but by a record in a data base.
• Each record in the data base will be legally
  approved document.

History

• Necessity of megasystem was fixed in June 1997.
• Proposal for development was published in January
  1998.
• Tender was issued in July 1998.
• Start of megasystem project development in
  September 1998.

• Three stages
• 1.stage - project for integration of primary
  registers (1998) - completed
• 2.stage - integration of primary registers and
  project for integration of other registers
  (1999.- 2000)
• 3.stage - integration of other registers.

• Vehicles register

• State Revenue register.

• 2. stage - integration of primary registers and
  project for megasystem integration with other
  information systems (1999.- 2000)
• education IS
• health assistance IS
• local government IS
• environmental protection IS
• social assurance and others.

Current situation

• Five primary registers are mainly integrated.
• Information exchange between these registers is
  ensured.

Current situation

• Data quality management system is created for two
  main registers. This is the first step to the
  registers quality passport.
• Project for data quality assurance and data
  consolidation among registers is started.

• Law of registers is in discussions in the Council
  of ministers.
• Law of electronically documents is under
  development. It will be ready until the end of
  the year.
• Conception of the ID cards is in discussion.
