Joint Network Expert Group Discussion
  • The JNEG held two sessions discussing the
    possibility of a Pilot Project in the area of
    NGN. This presentation reports the agreed views
    from the JNEG.
  • There is a very high level of activity on NGN
    standards, especially in the ITU-T (NGN-FG, SG
    13, SG 11.) and in ETSI (TISPAN)
  • There is a general agreement to use the mobile IP
    core network (IMS) as the base network (involving
    3GPPs and IETF)

  • There is very significant involvement from our
    Region in NGN standards development
  • There is strong pressure to complete Release 1 of
    NGN standards
  • The JNEG concluded that there is no significant
    role for ASTAP in developing the details of the
    central NGN standards (everyone is already very
    busy)!

  • The initial Release 1 standards will be basic,
    and will soon be extended to cover other
    requirements (in Release 2, 3, )
  • There may be some (limited) areas where ASTAP
    Experts can add value to Release 1 (for example
    extensions to the IMS)
  • ASTAP could provide very useful input to ongoing
    work on NGN standards, by working to define
    requirements that should be in implementable
    future networks

  • It is very difficult, even for people directly
    involved, to determine in detail what the first
    NGNs will provide.
  • Equipment is already available claiming to be
    NGN. Release 1 equipment (ETSI or ITU-T?)
    should be in the market from 2006
  • The JNEG believes that one of the most useful
    areas of work will be to help ASTAP members
    understand what will be available, both through
    EG work and future Workshops

  • When more information is available on the agreed
    global NGN standards, we could carry out work
    including
  • Broad outlines of network architecture(s)
    according to NGN standards
  • Interoperability of the different network
    elements (using facilities such as those offered
    by India)
  • Interworking with current networks
  • Identification where user requirements are met,
    and where more facilities are needed.

NGN Pilot Project Consideration
  • The view of the Network JEG is that it is too
    early for an NGN Pilot Project, but that work on
    the broad areas of NGN should continue in EGs and
    the NJEG
  • There should be improved facilities to assist
    electronic exchange of views and to identify user
    requirements between meetings
  • The proposed Workshop in October should start to
    look at implementing NGNs

Possible future approaches
  • Areas of NGN work, particularly on the
    implementation of standards-based NGN, are likely
    to form the basis of future work trialling the
    new ways of ASTAP working a Pilot Project.
