3Cadastre in Croatia (1)
- Established in second half of 19th century (K.u.K
Monarchy) - Completly established before 1914.
- Neglected in Yugoslavia, both kingdom and
socialist era (due to different reasons) - Taxation role canceled on January 1st 1998.
- Transfer to real-estate cadastre according
to new law since March 1st 2000.
4Cadastre in Croatia (2)
- Size 56.537 km²
- Dual system of registration (LR and C)
- 22,812 mio parcels (plots), 2,444 mio
possesor-sheets - 55.860 cadastal maps (1500, 1000, 2000,
2880, 2914,25, 5760,
5828,5) - 100.000 changes/year

central, 20 regional and 92 branch offices - Croatian Geodetic Institute quality control
- 500 licenced private surveyors and companies
- Croatian chamber of architects and ingenieurs in
civil ingenieuring (750 members- surveyors) - Faculty of Geodesy University of Zagreb
- Croatian Geodetic Society
8Legal frame
- Constitution
- Law on government
- Law on Property and Law on Land Registry
- Law on State Survey and Real-estate Cadastre,
adopted November 1999., in use March 2000. - Supported by 12 bylaws (7 introduced, 3 in
process, 2 remained)
9Demand on digital data
- Physical planing regional 125.000, local plans
15.000 - Water and Forestry management plans 15.000
- Agricultural land management 15.000
- Demining IT system 125.000 15.000
- Maritime domain and concesion 12.000
- Telecommunications, Electricity, Oil Gas
Pipelines, road authorities, ...
10Chalenges of digitalisation
- Cadastral topographical data will be
digitalised with or withouth SGA! - Speed of digitalisation is determined by users
demand! - Standardized multifunctional data format can
will not be defined by users! - Digitalisation process is limited mainly by time
and not by the money! - Digitalisation vs. future of NMCAs?!
11Looking for the Croatian solution
- Reorganizing SGA and inforcing private sector in
Croatia - Developing a 5-years Programe with clear tasks,
priorities, quantities and financial sources
(interest based cofinancing) - Investmens in basic data capture
- Participating and promoting international
cooperation - All activities should be driven by a clear
vision!
12Vision (1)
- SGA wants to be best Croatian governmental
institution, delivering to all kind of users
reliable, accurate and well structured digital
informations about spatial data in Croatia. - SGA wants to have all its data in digital form
till 2010.! - Promoting public-private-scientific partner-ship
SGA wants to achieve above goal.
13Vision (2)
- Transfering all SGAs data in to the digital form
we aim to promote e-Croatia concept an overall
usage of well structured (NSDI) digital data in
(land) administration achieving - Availability
- Managebility
- Security
- Transparency
14Execution
- Overall umbrela Programe on State Survey and
Real-estate Cadastre for 2001.-2005.,
121 mio - Real-Property Registration and Cadastre Project
(2003.-2008.) WB,EU,RoC, 40 mio - Bilateral projects The Netherlands, UK,
Germany, Norway, Sweden, USA, 9 mio - Interest based cofinancing model conuties,
municipalities, and public enterprises 1on1
15History of digitalisation of cadastral data in
Croatia
- First atempts late 70s and 80s, diverse pilot
projects - Vectorisation by cadastral offices late 80s and
90s, mainly with CAD tools (Vukovar) - Outsourcing started in 2001., defined data model
and data structure, comparison with a/n - Systematic vectorisation in PUK started in
2003., scanning and vectorisation in frame of
CRONO GIP
16Outsourcing vectorisation model
- Participants SGA local regional authorities
- Financing model 5050
- Contractors 10 private companies
- Results in DWG files in well defined model
corrections analysis differences analysis
between writen vs. graphics part of cadaster
17Inhouse vectorisation model (1)
- CRONO GIP Croatian-Norwegian Geoinformation
Project I II - Partners ProCaptura, PMM, SK, SGA
- Project content ProCap vectorisation software,
Kartoscan flatbed scanner, 20 graphical
work-stations, storage capacity, unifyed data
base of vectorised data, vector data
standardization and quality control interface,
training, establishment of inland technical
support, digitalisation management process support
18Inhouse vectorisation model (2)
- Data model Object oriented, according to new
digital data model of real-estate cadastre - Key performance unifyed vectorisation procedure,
automatized patern recognition, incorporated
quality control procedures and tools, self
learning software, closed and well defined
scanning-vectorisation-saving process - Status equipment delivered, ProCap ver. 1.2
delivered, 5 ws operating, 15 ws in instalation
19Scanner performance
- Cadasral maps
- 2.903 sheets in 2001.
- 3.493 sheets in 2002.
- 3.882 sheets in 2003.
- Topographical maps
- 1.800 sheets in 2002.
- 2.318 sheets in 2003.
20 Vectorisation
- year outsourced inhous RPRC
project - 2001 200
- 2002 1.062
- 2003 1.075 25
- 2004 2.331 700
1.800

22Conclusions
- SGAs goal is to achieve level of 10.000 scanned
and 5.000 vectorised sheets per year! - Expect to be able achieveing it by described
combined approach - Inhouse capacity is crucial for controling the
data and maintaining the necessary knowledge
inside the SGA - Many things should fit together to launch
such project and execute it!
