Cadastre in Croatia (1)
  • Established in second half of 19th century (K.u.K
    Monarchy)
  • Completly established before 1914.
  • Neglected in Yugoslavia, both kingdom and
    socialist era (due to different reasons)
  • Taxation role canceled on January 1st 1998.
  • Transfer to real-estate cadastre according
    to new law since March 1st 2000.

Chalenges of digitalisation

  • Digitalisation process is limited mainly by time
    and not by the money!
  • Digitalisation vs. future of NMCAs?!

Looking for the Croatian solution
  • Reorganizing SGA and inforcing private sector in
    Croatia
  • Developing a 5-years Programe with clear tasks,
    priorities, quantities and financial sources
    (interest based cofinancing)
  • Investmens in basic data capture
  • Participating and promoting international
    cooperation
  • All activities should be driven by a clear
    vision!

  • SGA wants to be best Croatian governmental
    institution, delivering to all kind of users
    reliable, accurate and well structured digital
    informations about spatial data in Croatia.
  • SGA wants to have all its data in digital form
    till 2010.!
  • Promoting public-private-scientific partner-ship
    SGA wants to achieve above goal.

History of digitalisation of cadastral data in
Croatia
  • First atempts late 70s and 80s, diverse pilot
    projects
  • Vectorisation by cadastral offices late 80s and
    90s, mainly with CAD tools (Vukovar)
  • Outsourcing started in 2001., defined data model
    and data structure, comparison with a/n
  • Systematic vectorisation in PUK started in
    2003., scanning and vectorisation in frame of
    CRONO GIP

Conclusions
  • SGAs goal is to achieve level of 10.000 scanned
    and 5.000 vectorised sheets per year!
  • Expect to be able achieveing it by described
    combined approach
  • Inhouse capacity is crucial for controling the
    data and maintaining the necessary knowledge
    inside the SGA
  • Many things should fit together to launch
    such project and execute it!
