    (DPs) were produced
  • Comprehensive (Had both National, Sectoral,
    Corporate objectives strategies )
  • Minimal consultation/ownership
  • 1996 to date 5 Strategic Plans developed
  • 1996 -1998 (Theme - A New Partnership)
  • 1998-1999 (Theme - Strengthening the
    Partnership)
  • 2000-2001 (Theme - Partnership for a
    Prosperous Society)
  • 2002-2004 (Theme - Opportunity for All)
  • 2005-2007 (Theme - Enhancing peoples choices)

  • Developing a comprehensive planning framework,
  • Partnership approach to planning
  • Linking planning and finance (resource
    allocation- budgetary process including external
    assistances)
  • Developing a conducive private sector

    private sector areas of expertise

  • Acknowledging the culture as an important
    mechanism in developing and implementation phases
  • Using established networks for output delivery-
    For example. Using established NGOs for Health,
    environmental services delivery as well as
    village councils for maintaining Law and Order
    and Social Harmony
  • Tourism Development (new phenomena at the time)

  • The National Plan sets the broad economic
    scenario
  • Sector Plan details key priority areas for each
    sector
  • Corporate Plan identifies how each bodies
    contribute to the achievements of sector targets
  • All these levels of planning are interlinked

  • The Cabinet Development Committee ensures
    projects and programs proposed are inline with
    SDS priorities
  • Aid Coordination Committee harmonises
    development partners efforts with the SDS
  • Corporate Plan are linked to both Sectoral
    Objectives as well as SDS priorities.

  • Through review of previous SDS document, (matrix,
    survey etc)
  • Sectoral Consultations of key issues drawn for
    their respective sectoral plans,
  • Specific Consultation with influential
    stakeholders church leaders, Village majors

  • Key Priority Sectors/Areas identified
  • Desired outcomes
  • Policy statements to support the achievements of
    desired outcomes

ASPIRATIONS
  • Samoa to lead the region in structural and
    public sector reform, good governance and
    increasing per capita incomes, growth in
    employment and improved health and education
    standards while incorporating social and cultural
    values and environmental sustainability

  • Lessons Learnt
  • Ownership/Nationalism leads to greater commitment
    and participation especially during
    implementation,
  • Plans only effective if implemented, need to
    consider action plans when formulating
    strategies,
  • Sequencing is very important
  • Mitigating short term demand and political
    pressures

  • Main Challenges
  • Scarcity of resources
  • Marginalised groups difficult to satisfy
    everyone, (chamber and Manufactures regarding
    tariffs. (More consultative and transparent also
    enhances this)
  • Monitoring/measuring achievements (Especially
    impacts. Could measure at the vision broad or
    at the sector level)
  • Minimal global influence (converse impact also
    significant)

  • Envisaged Outcomes
  • Flexibility to allow countries that have
    established planning frameworks to mainstream
    sustainability issues at the national as well as
    sectoral levels
  • More action oriented (Nike Advertisement Just Do
    it)
  • Regional and global cooperation in resource
    sharing (financial and human)
