Title: Expeditionary Medicine Working Group
1Expeditionary Medicine Working Group HSAB - TECOM
19 SEPT 2005 Core Training Plan
2- Efforts intended to further align Expeditionary
Training with SG Priorities - Improve readiness to support Global sourcing of
Marine and Fleet requirements - One Navy Medicine by creating a baseline level of
awareness for all - Shape tomorrows force through training
- Support Economical Health Care by providing a
portion of Training closer to MTF
3- Expeditionary Medicine Work Group
- Sept 2004 (M3, HQMC, NMETC, TECOM, MCCDC)
- Impetus
- Feedback from OEF/OIF on quality of Training
- Inability to obtain training (Primarily MAP -
inconsistent MAP training) - OPTEMPO driving need for global sourcing and
support of UTC/UICs
4 INTENT
- Raise the baseline of operational readiness
across Navy Medicine - Push didactic elements into parent MTF where
possible - assign to Staff Education And Training or use
Computer Based Training - reduce time away from clinical duties to reduce
impact on MTF productivity - Retain practical training in field/shipboard
setting

9- Initial cost 400K (funded FY 06)
- Tail cost-
- Content maintenance handled in-house NMETC/NOMI
- Radical Re-write may require re-contracting
depending on time constraints required - Utilizing Module 3 in Basic Medical Department
Officer Course as component to meet requirements
and reduce cost
10 Periodicity of Didactic Computer Based
Training (CBT)
11 Summary
- Computer based training/CBT would allow for a
baseline training that can be tracked. - This is intended to augment training already
present. - The training coordinated with Marine Corps to
allow more intense Practical training (will use
MOU with TECOM). - Track centrally via CETARS to feed EMPARTS.
- Could be used to grade COs on readiness.
- Tactical Combat Casualty Care (TCCC) is a vital
part of saving lives in a combat environment. - This is being built into FMSS and Hospital Corps
School training and will be part of the CBT
proposed. - Feedback from Lessons Learned will be used to
keep the content updated, relevant, useful, and
flexible. Content owners will be NOMI/TECOM.
12Meeting TECOM/TMO/NMETC06 Sept 2005
- Discussed Core Training concept
- Support of Marine Corps Needs
- Importance of repetition, sustainment, and
reinforcement in training programs even if HMs
arrive at FMSS better prepared in the future,
that doesn't necessarily mean that the FMSS
course can (or should) be shortened. Instead it
would allow FMSS to concentrate on more advanced
training topics. - Future Opportunities to Collaborate
- Need to develop refresher training for Reserve HM
8404s (as well as for active duty 8404s that have
been away from the USMC for a while). - Need to align HM A school graduation dates with
FMSS course convening dates. - FMSS for Reserve HMs - can split course into two
parts, allow Reservists to attend on AT orders - Need to explore screening/assignment process for
Navy instructors at FMSS.
