- Multi-family pre-approval
- If project is a multi-family property of five or
more dwelling units, the Project Sponsor must
submit the proposed project to CNP for
pre-approval. CNP will require up to ten days to
approve project. No installations can occur
before CNP provides its approval. - CNP may conduct an on-site inspection of the
property during this period to verify the
applicability of proposed measures.

- Treated Duct Location
- Measure installation standards state that All
treated sites must have a majority of the treated
ducts and returns located in an unconditioned
space. - CNP will inspect for, and enforce this
requirement more stringently in 2005.

- Post-Installation CFM Readings
- CNPs post-installation CFM readings must be
within 10 of project sponsor-reported value. - Inspection failure for above will result in 100
reduction for that installation. - Failure rates exceeding 15 for three months may
result in exclusion of this measure from the list
of project sponsors measures.
33Ceiling Insulation
- Labeling and Installation of Home Insulation
(R-Value Rule) 16 CFR 460 - The card or certificate must be affixed near the
attic opening and should state the - coverage area
- thickness
- R-value of the insulation you installed
- number of bags used
- The receipt must be dated and signed by the
installer.
34Ceiling Insulation
- In previous years, project sponsors would provide
their estimate of the existing R-value of ceiling
insulation. The resulting estimates of existing
attic R-value varied widely. In 2005 project
sponsors will input into the database the
following information - insulation type
- thickness
- general condition
- The existing R-value is derived from these
inputs.
35Implementation Changes
- Square footage measurements. Applies to savings
calculations for duct efficiency, air
infiltration, and ceiling insulation. - If difference between CNP post-installation
inspection and project sponsor-reported value is
greater than 10 / 100 SF, CNP reserves the right
to fail the home. - Systematic or persistent errors in calculating
square footage can result in prohibiting a
project sponsor from including these measures in
future installation reports.
