2Introduction
- "There Is No Alternative" ("TINA") is a much-used
acronym to characterise today's
political-economic climate Current neoliberal
policies prevail not through popular support, but
through popular resignation. - I will argue that the TINA slogan is contradicted
by the dynamics of complex nonlinear systems. And
societies are/contain such systems. - A crucial difference between a technical system
and a societal system is that the latter consists
of basic components that are conscious (i.e.
humans). This has important implications which we
will return to.
3Multiple equilibria 1. in economics
- Increasing returns to scale and multiple
equilibria.W. Brian Arthur Increasing Returns
and Path Dependence in the Economy, 1994 (book)
and Positive Feedbacks in the Economy, Scientific
American, February 1990 (article)
4Multiple equilibria in economics- increasing
returns to scale
- Category I (for instance) Aircraft, cars,
pharmacy. FoU enormous to roll out a salable
prototype, but cheap per unit to make and sell in
larger quantities. - Category IIa Media mass culture Newspapers,
soap operas, pop music. - Category IIb Media mass culture Commercial TV
and radio - even more extreme economies of scale.
- Category III Software. Similar extreme economies
of scale.
5Multiple equilibria in economics- increasing
returns to scale
- Arthur Degree of initial use and random events
decide- Beta vs VHS. - DOS/Windows vs
Mac.This makes for inferior outcomes possibly
winning gt multiple equilibria! - Persistently more of this, since the increasing
information content in the average product
implies increasing returns to scale. - This is a growing problem for those who believe
in a level playing field in a market economy!
6Multiple equilibria also in politics A
politico-economic example Maglev trains
7Multiple equilibria in politics and public
attitude processes
- Maglev trains are characterised by extreme
economies of scale gt no one wants to be the
first out. - But possible in China because an authoritarian
centralised state can decide on actually going
over the hill and achieve the better equilibrium
on the other side. - So, I am in favour of the authoritarian
centralised state? - No. The alternative is to open the media for
repeated dissemination and discussion of
seemingly unrealistic proposals. Then the
impossible will become possible. - This, however, presupposes an understanding of
these mechanisms among journalists/media which
they dont have (today).
8Medienes utvikling og betydning
- Journalistrollen -- sett over et
innsikt i.
mulig. Både teknologien og det økende
kommersielle presset har gjort at det
narcissistiske del-motivet blir mer
framherskende.
nødvendighet vokse fram spontant i store medier
9Men, uansett pessimisme vedr. mediene Hvordan
blir skrullete forslag realistiske?
- Det er ikke nok at de er gode
- De må gjentas og gjentas
- De må helst på TV
- Mekanismen med sjøloppfyllende profetier er
virksom, negativt ...
lufte tilsynelatende urealistiske ting. - PS .... og ikke la økonomene få avgjøre ... ?
10Et utmerket slagord
Soyons realistes demandons limpossible!
Vær realistisk krev det umulige!(Paris 1968)
