NYS Child Support Program
  • A state-supervised, locally administered program
  • State office The Center for Child Well Being
    within the Office of Temporary and Disability
    Assistance
  • 58 local district Child Support Enforcement
    (CSEU) offices, one in each county, staffed by
    County employees.
  • 63 Family Courts that hear child support
    petitions, each part of the Statewide Office of

    employees

  • Unified Court Management System (UCMS)

    used by staff of the 63 court locations and state
    OCA staff.
  • Uses Family File Number (FFN) as an identifier

  • Interface between ASSETS and UCMS
  • Key actions happen on both sides in sequence
  • Utilizes XML messages to exchange information
  • XML schema jointly developed by DCSE and OCA
  • XML schema based on LegalXML Court Filing Query
    and Response proposed standards

  • User enters info on ASSETS Support Petition
    assessment page
  • Using ASSETS, user searches UCMS to see if a
    Family File Number (FFN) exists for parties.
  • User compares ASSETS and UCMS parties and sets
    UCMS Role for each
  • e.g. petitioner, respondent, child

E-filing - Child Support Actions
  • User enters additional petition info
  • User selects court date
  • ASSETS generates/validates XML message and
    E-filing ID number

E-filing - Court Actions
  • UCMS receives/validates message
  • If a FFN exists UCMS is updated, otherwise UCMS
    builds a new FFN using ASSETS info
  • UCMS dockets and schedules petition
  • UCMS returns FFN, docket and appearance date to
    ASSETS

  • User generates petition using ASSETS Document
    Generation
  • Client electronically signs petition
  • ASSETS generates and sends XML message containing
    the petition document

  • UCMS returns confirmation a with a summons and
    financial affidavit

    Document Repository and updates child support
    case statuses
