Provider - Purpose Transform U.S. military forces to meet
the security challenges of the 21st century - Tasks
- Determine Combatant Command/Joint Force Component
Command and CSA joint training (training events
and exercises) requirements that require
JFCOM/JWFC support - Determine Joint Force Integrator support required
to meet COCOM mission requirements - Determine how JFCOM and the Joint Force Provider

- 04JTSB03-01 Increased JFCOM support to
training - Discussion JFCOM provides operational train-up
exercise support to COCOMs. Historically, this
support has been provided to two major COCOM
events per FY. CoComs typically require JFCOM
support for more than 2 per year but have to
compete with other CoComs and JFCOM Components
for support. CoComs are not resourced to
provide internal assets for operational train-up
exercise support are forced to do so out of
hide to ensure events are executed successfully.
Current JFCOM resources cannot satisfy CoCom
requirements. Increases required for
Observer/Trainers, contractor support and
deployable MS equipment. Initiatives such as
Pacific Warfighting Center, EUCOM use of Warrior
Prep Center and JNTC network decrease reliance on
JFCOM assets. Additional Observer/Trainers and
contractor support required to meet CoCom
requirements. - Impact COCOM operational train-up events
major exercises are not as efficient or effective
would benefit from JWFC support for each event.
Resources taken out of hide to execute events

- 04JTSB03-02 Integration of lessons learned into
training - Discussion Joint Service Lessons Learned
currently captured by a number of independent
groups, agencies activities into a variety of
non-linked databases. Joint Trainers require
timely access to Lessons Learned analysis,
specifically tailored to support the requirements
development process/JTS made available through a
single access point. CoComs understaffed for
Lessons Learned support in planning for training
not staffed for active collection. - Impact Lessons Learned not incorporated into
training objective development and event

- Endstate Easy access to all lessons learned by

developing a lessons learned database with search

- 04JTSB-05 Funding a Joint Training Specialist
for Service Components of Combatant Commands - Discussion Currently Service Component
participation in joint planning, execution, and
training is performed out of hide. This is
evident in the lack of discipline in the
operation and management of JTIMS. Some COCOMs
are not using the Forces TAB to identify new
requirements. This results in untimely
processing of RFFs by using DMS to state
requirements. Additionally, COCOMs continue to
make changes to exercises (dates, force
requirements, and locations) late in the planning
cycle. Changes are not being entered into JTIMS
and are not discovered until planning
conferences. These late changes create
turbulence for participating units. In some
cases the data for exercises in the out years
have been cookie cuttered from previous years.
This repetitive data does not provide adequate
information for sourcing decisions based on
training value for participating units. All of
these situations, plus others, can be directly
attributed to lack of at least one Joint Training
Specialist at the Service Component level. As
the Joint Training System and Training
Transformation move toward full implementation,
additional joint training responsibilities will
be incorporated into Service Component missions. - Impact Without additional resources to meet
all of the additional responsibilities required
by the Joint Training System and Training
Transformation, Service Components will
experience difficulty in meeting all joint
requirements. This situation will put the
Service Components at risk with respect
synchronizing joint requirements and service

- 04JTSB03-03 CoComs lack understanding of JS J3
role as Global Force Manager JFCOMs role as
Primary Joint Force Provider and impact of this
mission on CoComs - Discussion JFCOM was recently assigned mission
as Primary Joint Force Provider as part of Global
Force Management. JFCOM will make
recommendations to JS on global sourcing. CJCS
is the Global Force Manager and will make all
decisions on force providing. JFCOM is still
developing the procedures and resources required
to execute this mission. CoComs require
education and applicable training on procedures
associated with GFM, particularly as it might
impact CoCom-assigned forces. - Impact CoComs unclear on their role in GFM

- 04JTSB03-04 Guidance, policy and implementing
instructions for readiness reporting and training
are not coherently integrated. - Discussion DRRS mandates reporting by JMETs.
JMETs have traditionally been the purview of the
training support community. DRRS is broadening
the JMETL community. Current instructions that
address JMETL development are in the training
community. OSD CJCS policy is required that
elevates the requirement for UJTL language to
describe readiness, planning, training and
capability development outside the training
community. Knowledge management tools to include
JTIMS, JDRAT, ESORTS need to be standardized and
interoperable. JFCOM is tasked to develop a
master JMETL after analyzing CoCom JMETLs. - Impact Unable to directly link training
assessment to mission readiness assessment and
reporting. The lack of training and readiness
integration will impede accomplishment of JFCOM
master JMETL task. - Submitted By JFCOM ICW CoComs and CSAs
- Endstate CJCS policy on use of common language
(UJTL) and Interoperable readiness and training
tools. Master JMETL with baseline T,C, and S

development by collaborating with CoComs on

- 04JTSB03-06 JFCOM CoCom Coordination visits must
be scheduled at COS level - Discussion JFCOM is coordinating with CoComs
for command-wide team to visit each CoCom to
discuss required support from JFCOM. Intent is
to minimize the multiple visits from across
JFCOM. First visit to STRATCOM recently
completed. JFCOM currently coordinating future
visits. These visits must be coordinated at the
COS level in order to get the attention required.
Agenda needs to be tailored to CoComs needs.
Follow-on documentation of visit results by JFCOM
and provided to CoCom also required. - Impact Outcomes from visits should influence

- 04JTSB03-07 Lack of common DoD-wide process for
incorporation of testing and experimentation in
joint training - Discussion OSD Training Testing Steering Group
is seeking to embed test activity in training in
order to test with appropriate joint context as
tasked within SPG 06. JFCOM, as the joint force
integrator and experimenter, also requires the
training environment to assess capabilities such
as DJC2, Blue Force Tracking and SJFHQ. The need
for joint context and resource limitations
require some test and prototyping activity in
training. This has to be carefully done so as
not to impact commander's training objectives.
JFCOM has developed a manual that outlines the
process the test and experimentation community
will use for integrating into JFCOM sponsored and
supported training. JFCOM could serve as one
stop shop for DOTE and experimentation
community for integration into training. - Impact DOTE forced to engage multiple CoComs
to search for venues. Testing experimentation
short-notice insertions are disruptive to CoCom

- 04JTSB-08 Procedures for accessing RC forces
for CoComs training are unclear - Discussion To deploy OCONUS to imminent danger
areas, RC members must be in active status (paid
by active appropriations). How RC forces are
provided under Global Force Management is not
clear. - Impact Unless COCOMs are aware of the policies
and procedures for accessing RC forces - and
JFCOMs role in the process - in an other than
mobilized status, RC forces may not be available
to support COCOM exercise and training events in
