When, Where, Why
  • Signed by President George W. Bush on January 8,
    2001.
  • This act is a revised version of the 1965
    Elementary and Secondary Education Act.
  • Was designed to improve the performance of the
    nations public elementary and secondary school
    systems

  • By passing this act, President Bush has put an
    emphasis on the performance of the public
    schools. He also put an emphasis on protecting
    those children who are being left behind.
  • Has accounted for students receiving a better
    education.

Four Pillars of Success
  • 1.) Accountability for Results
  • 2.) Scientifically Based Research
  • 3.) Expanded Parental Options
  • 4.) Expanded Flexibility and Local Control

Adequate Yearly Progress
  • States measure towards 100 student achievement.
  • State starts to achieve this by defining its AYP
    and benchmarks for twelve years.
  • Is chosen by the lowest-achieving students and
    schools.

  • Schools that do not meet the AYP for one year,
    are considered as schools in need of
    improvements.
  • Schools that are considered as need of
    improvements schools, are required to receive
    assistance from the state to improve.
  • Schools that are in need of improvement must
    develop a two year plan, if fail to achieve this,
    they are subject to corrections by state.

Highly Qualified Teacher
  • Defined as having a bachelors degree, they must
    be fully certified (as defined by their state),
    and they must be able to demonstrate in their
    subject area.
  • Any public school teacher must be fully qualified
    by the end of the 2005-2006 school year.

  • The Improving Teacher Quality State Grant gives
    states and districts the flexibility to choose
    teacher professional development strategies to
    improve the quality of their teachers.
