- Directive 2002/59/EC aims at establishing in the
Community a vessel traffic monitoring and
information system. - SafeSeaNet (SSN) aims at developing a European
Platform for Maritime Data Exchange between
maritime administrations of the Member States
(network for ship and cargo movements) - Allow MS to react more efficiently in crisis
situation
3SSN needs information
- Data providers
- Masters /owners/ agents port and HAZMAT
notifications - Local authorities (LCA) VTS, MRCC, Port
authorities, Coast guards, Pollution survey
centres for incidents or accidents - AIS on board AIS and shore based networks
- Data requesters
- Member States Authorities
- SSN needs a network and applications (national
and central)
4What is AIS?
- Vessel fitted with AIS sends VHF messages on a
regular basis collected by the ground stations - Information includes among others vessel position
and identification - Limited range (depending on the antenna height)
5 Information relating to vessels and incidents
is collected at a MS level. Then submitted to EIS
(computer located at the Data Centre in
Luxemburg) which indexes it, so that it can be
further used by other MSs.

implementation - into routine operations.

is expected for - the system in production for all messages.

- SSN to become a system for daily (routine
operations) to improve actively maritime safety - Create a tracking system based on AIS information
