The Local Competition

• Pre Procurement / OBC Designs
• Intended to be high level to ensure feasibility
  and adequacy of funding
• Will help in the drafting of the Design Brief and
  Output Specification
• Preliminary Invitation to Tender
• All six Panel Members must be invited to bid for
  project
• Questions and interview to test approach and
  commitment to specific project
• Invitation to Tender
• Two bidders will work with Design Group to work
  up costed proposals
• Both bidders must be treated equitably
• Bidders will require as much interaction with
  Design Group as possible to be able to respond to
  exact requirements
• Bids must be within funding envelope

• Design Quality Indicators for Schools
• BREEAM Assessment for Schools
• DCSF and CABE Design Guidance
• Provide key stakeholders a say at key stages of
  the process
• A checklist of issues that need to be addressed
• Offering a subjective view to balance the
  objective tests of the Output Specification,
  BREEAM and Asset Management Plans
• Checking that all fundamental issues are
  specified in the design brief - while elements
  that will add excellence are discussed at the
  design stage

• Evaluation focused on design and technical
  criteria

• A framework for evaluation is provided, which
  needs to be tailored for project priorities
• Once a Preferred Bidder is selected, designs will
  be frozen as quickly as possible and the project
  prepared for site

• Main stakeholder body for consultation on all
  design matters
• Responsible for ensuring design is within the
  agreed funding envelope
• Sets the Design Quality Indicators for the scheme

Funding

• Gross floor area calculated using BB98 and pupils
  numbers
• Framework contractors will deliver for funding
  allocation set by DCSF/PfS
• /m2 and other allocations are the same for BSF
  and Framework projects
• /m2 comparable to rates used for academies
  delivered to date
• LA can top-slice funds as long as value is added
  to the procurement
