Why is this needed?
  • Paxton School is at capacity
  • Renovations are necessary at Barry School to
    continue to keep educational programming
    consistent in both middle schools and to update
    older parts of 30 year old building
  • Vocal music room is needed at PCHS so that fine
    arts facilities match student population demands.

Why is this needed?
  • Playground renovations will allow for Americans
    with Disabilities Act (ADA) compliance, safer
    surfacing, and increased usage time.
  • Miscellaneous renovations needed to improve
    function of a variety of facilities
  • If not approved on April 8th
  • It will remain necessary to bring an issue to the
    voters for approval to build additional
    instructional space
  • Costs will continue to rise
  • Class sizes will continue to increase
  • A study of attendance area boundaries will be
    necessary
  • Facilities renovations will remain necessary and
    if not addressed will be negatively compounded by
    growth.

Why back to back bond issues?
  • School districts are only allowed by law to enter
    into bonded indebtedness at no more than 15 of
    their assessed valuation. For growing,
    prosperous school districts, this limitation
    hinders the necessary actions to keep up. PCR-3
    would like to incorporate many growth and
    facility needs into one issue, however, we are
    unable to do so by law.

  • Construction of a 4 classroom addition at Paxton
    School (4th and 5th grade)
  • Barry School renovations
  • High School vocal music room
  • Playground, Parking, and Asphalt Improvements
  • YMCA Partnership Agreement

  • To be added to the west end of the two story
    portion of building.
  • Will allow for needed additional class sections
    due to enrollment growth
  • Approx. Cost 1,269,111.00

YMCA Agreement
  • Develop playground and field space for classroom
    and extra-curricular programs
  • In exchange for daily use of YMCA Challenger
    fields (4) and reciprocal parking space

ButHow much will this cost ME?
  • This is a no tax increase bond issue!
  • Growth in the local tax base enables the district
    to construct facilities without a tax increase.
    In fact, your school taxes have actually
    decreased each of the last four years.
  • Many residential properties were reassessed by
    the Platte County Assessors office which
    resulted in high property value assessments.
  • Property reassessed according to MO State Tax
    Commission (every two years) saw a decrease in
    taxes paid.
  • If your property had not been assessed as
    prescribed by law, your property values increased
    and your taxes increased-even though your school
    tax rate is less.

How does the ballot question read?
  • Shall Platte County R-3 School District of
    Platte County, Missouri issue its general
    obligation bonds in the amount of 7,950,000 for
    the purpose of constructing, improving,
    furnishing and equipping school and campus
    facilities, including classroom additions to
    Paxton School, a vocal music room at the High
    School, and renovations and improvements at the
    existing Barry School?

Voter Approval?
  • A 4/7th yes vote is required for bond passage
    (57).

Im not registered to vote. When is the
deadline to register?
  • When The deadline to be registered AND be able
    to vote on April 8th is March 12th.
  • At least one person at each district facility
    can assist you with becoming a registered voter!

What can I do to assist in the passage of the
April 8th bond issue?
  • Register to vote if you are not already
    registered. Must be registered by March 12th to
    vote April 8th.
  • Become a YES vote captain.
  • If out of town on April 8th, cast an absentee
    ballot. Absentee ballots are available starting
    Tuesday, February 26th.
  • If you have a student attending college out of
    the area, have them cast an absentee ballot. If
    home during spring break, it would be an ideal
    time to take care of that.

Assisting the Bond Campaign Cont.
  • If you have a family member on military active
    duty they too should vote by absentee ballot.
  • Have a child turning 18 by April 8th? Make sure
    they register to vote by March 12th and exercise
    that right to vote on April 8th.
  • Talk to your friends, neighbors and co-workers
    who are residents of the district and encourage
    them to vote.
  • Place a yard sign in your yard or a car sticker
    on your car window.

How can the approved bonds be used?
  • All bond proceeds are put into a capital projects
    (construction) fund and money from this fund can
    ONLY be spent within the scope of this
    construction project as it will appear on the
    April 8th ballot. It is illegal to spend bond
    proceeds on ANY expenditure not described in the
    ballot.
