10NASA IT Strategic InitiativesJSC IT Transition
and IT Governance Changes
National Aeronautics and Space Administration Lynd
on B. Johnson Space Center
11 The Complexity of IT at NASA
NASA has program-specific IT that spans Centers
and institutional IT that crosses programs but
NASA needs enterprise IT that serves both
Impacts
Redundancy of data center infrastructure and IT
support leads to inefficient use of resources.
Cross Center and Program collaboration is
inhibited by decentralized security management
and inconsistent infrastructure configurations.
Lack of enterprise wide visibility leads to
unknown security vulnerabilities.
Conflicting process and application standards
leads to difficulties in integration
12The Case for Change
- NASA spends 2.2B annually on IT (13 of agency
budget) - We need to be more efficient with our IT
investments - IT Security was a material weakness for the
agency (2007) - Ineffective governance cited as a primary cause
- Our IT solutions are not well-integrated
- Lack of integration and standardization inhibits
information sharing across organizational
boundaries - Results in redundancy and inefficiency
- We do not have necessary financial insight and
oversight
We need an enterprise-level governance strategy
for NASAs IT
13Overall Approach for NASA
IT Domains Involved
Challenges
IT Principles
Mission Enablement
CIO is detached from the mission
Inconsistent understanding of how IT is managed
at NASA role of CIO
Integration
Current IT Infrastructure inhibits cross-center
collaboration
Proliferation of tools and lack of standards to
enable integration
Security
Significant IT Security vulnerabilities
Efficiency
Lack of visibility and financial controls on IT
Spending
14 OCIO Summary Recommendations
Overall Reaffirm and clarify the role of the
CIO as stated in NPD 1000.3 and define core IT
services that shall be delivered by the CIO
Organization - Realign NASA IT organization to
reflect the role of the CIO and better connect
the CIO with customers Application Tools
Assign ownership of application portfolios and
create a CIO-facilitated process to drive
application standardization and efficiencies
Finance Increase visibility into IT budgeting
and spending through management controls and fund
base IT services through a combination of
Corporate and CMO Infrastructure Improve
integration, security, and efficiency by
consolidating infrastructure and management
control
Governance Create governance structure and
processes to engage key stakeholders, inform IT
investment decisions, and apply project
management discipline to IT projects
