Mentor Protégé Program
- Established in 1991 - P.L. 101-510 to provide
incentives to prime contractors to develop the
technical and business capabilities of eligible
protégés to increase their participation in both
prime contracts and subcontracts - The National Defense Authorization Act for FY
2005 extended the MPP until 30 Sep 2010 for
approval of new agreements, and until 30 Sep 2013
for incurred costs

Mentor Protégé Program
- Mentors
- Have at least one active approved subcontracting
plan negotiated with DoD or another Federal
Agency - Be eligible for award of Federal contracts
- May be an 8(a) Graduate
- Committed to small business protégé
- Can mentor more than 1 protégé under separate
agreements

Mentor Protégé Program
- Credit Allows mentor to receive credit against
their SDB subcontracting goals for costs incurred
due to development assistance provided to the
protégé. - Direct Reimbursement Allows mentor to receive
monetary reimbursement of costs incurred due to
development assistance provided to the protégé.

- 28 Mentors
- 44 Protégés (can have only 1 active agreement)
- 10 Mentors are Graduated 8(a) Firms
- FY05 9 new agreements approved
- Army awarded 1st MP agreement in DOD where
approval of the protégé was based solely on its
SDVOSB status - Currently there are 11 HUB zone small business
protégés
9How to Apply
Mentor Protégé Program
- DoD delegated approval authority to Services
beginning FY 2004 for cost reimbursement
agreements - For credit only agreements, apply directly to DOD
SADBU - For Army, 3 rounds of proposals for FY 2005 --
Proposal due dates 15 Dec, 15 Apr, 15 Aug - Agreements can last up to 3 years

Mentor Protégé Program
- Goal is to engage industries to shape and expand
the industrial base to support the war fighter - DOD wants agreements with strong technical
component, or focus on innovative transfer of
state-of-the art technology - Comprehensive Needs Assessment
- Developmental Assistance Plan with the what,
how, when, where and who - Milestone chart and cost breakout
- Sponsoring activity endorsement letter may be
required depending on the DOD agency

- Only Congressionally mandated MP Program.
Established by Public Law 101-510. - Funding varies annually. FY 05 26 million
centrally managed by OSD, although DOD components
approve agreements. - Program has helped over 700 small businesses
throughout the U.S. and is highly regarded by
Congress, other agencies and industry.
