The Idaho Accountability Workbook
  • The accountability workbook is a required
    agreement with US Department of Education that
    defines all aspects of the accountability system
    for all Idaho Schools and districts
  • Use the federal plan for all schools and
    districts, or
  • Create a parallel plan for non-Title I schools
    and districts
  • Plans are submitted for approval each year in
    February

  • 2 flexibility allowance (renewed each year)

Idaho English Language Assessment (IELA)
Acountability for the IELA
  • 2007-2008 IELA Accountability
  • Annual Measurable Achievement Objective (AMAO)
    results will be released the week of Aug 11th
  • AMAO targets include
  • Growth on the IELA
  • Proficiency on the IELA
  • AYP
  • Districts must meet all three targets to meet
    AMAOs.
  • Districts that do not meet AMAOs for two years in
    a row are required to develop a district
    improvement plan

  • State Board Rewards
  • Distinguished Schools., the top five percent
    (5) of schools exceeding the Idaho Adequate
    Yearly Progress (AYP) intermediate targets listed
    in Subsection 112.02 and significantly reducing
    the gaps between subgroups listed in Subsection
    112.03.d.
  • Additional Yearly Growth (AYG) Award. Schools
    demonstrating improved proficiency levels of
    subpopulations or in the aggregate by greater
    than ten percent (10) will be considered to have
    achieved AYG. The school must have achieved
    Adequate Yearly Progress (AYP) to be eligible for
    this award.

  • State Board Rewards
  • New this year! Exceptional Progress Award
  • A special award for schools and districts that
    have high numbers of sub-populations that require
    extra time, resources and special programs to
    provide adequate instruction. The Board realizes
    many schools are making great progress, but are
    ineligible for the NCLB awards because they have
    challenging populations and have not yet made AYP.

Assessment - ISAT
  • ISAT 2008-2009 School Year
  • ISAT waived Fall 2008 (3-8 10)
  • Retest for 11th and 12th graders will be
    offered as scheduled
  • September 15 October 24, 2008
  • Spring ISAT for grades 3-8 and 10 will be offered
    as scheduled
  • April 13 May 15, 2009

  • Districts will have an option to test incoming
    10th graders this fall
  • Students will take the Graduation Test
  • Students will be allowed to bank proficient and
    advanced scores
  • Banked scores will be counted for AYP proficiency
    and participation determinations in spring 2009

Assessment - IELA
  • Federally required test for all students in an
    LEP program
  • All districts that have LEP students must
    administer the IELA
  • Administered in a six week window each spring
  • Measures growth and proficiency in listening,
    speaking, reading, writing and comprehension
  • NCLB Accountability on IELA is comprised of
    targets for growth and proficiency
