4By the end of Sept. 2007, NIH plans to
- Require electronic submission through Grants.gov
for all NIH research grant applications - Transition from the PHS 398 application form to
SF424 family of forms
5One grant program at a time.
- NIH will transition to electronic submission of
the SF424 (RR) through Grants.gov mechanism by
mechanism - All applications will need to be submitted in
response to an FOA (funding opportunity
announcement). - We need to create an FOA for the P41 BTRC
program. - This is an opportunity to revisit the program
guidelines and make adjustments.

- The SF424 is not structured the same way as the
PHS398. - NIH needs to design new forms to deal with
complex, multi-project applications. - An opportunity to make the application and review
processes easier - More explicit instructions for structuring the
application - e.g. a specific outline for collaborative
projects
12The New X02 Pre-Application Process
13The X02 MechanismA Formalized Process for
Submission and Consideration of Pre-Proposals
- NCRR will issue FOAs requesting pre-proposals
using the new X02 mechanism. - Required for first time P41 BTRC applications
- Applicants submit a brief pre-proposal that will
be subjected to either administrative or peer
review. - Pre-proposals will not contain budgets and will
not be considered by NCRR Council. - Applicants may be invited to submit a full
proposal in response to the P41 BTRC FOA.
14The X02 MechanismA Formalized Process for
Submission and Consideration of Pre-Proposals
- Will allow NCRR to issue announcements of
interest in specific areas if appropriate - Will provide valuable feedback to program staff
regarding programmatic priorities and community
needs
