Key Governors Island Objectives

• To create a great, new public place open and
  accessible to all New Yorkers and visitors which
  will include a new public park and an esplanade
  around the entire perimeter of the Island
• To provide a unique experience unlike any other
  in New York City that will enhance the role of
  New York on the world stage
• To preserve, rehabilitate and adaptively re-use
  the historic buildings and to preserve the
  historic character of the northern portion of the
  Island

• To integrate and synergize development of the
  Island with other waterfront development projects
  around the City and with NPSs plans for the
  National Monument 
• To encourage new development, adaptive re-use and
  private investment to assure the long term
  viability of Island and all its great public
  resources
• To assure development is undertaken in an open
  and transparent manner with ongoing public
  involvement and input
• To achieve design excellence for all aspects of
  development
• To play a strategic role in the future of New
  York

• Required public benefit uses
• 90 acres
• Public park at least 40 acres, of which 20
  must be contiguous
• Educational uses at least 20 acres
• Additional public benefit uses including
  perimeter esplanade, museums and historic sites,
  transportation, cultural facilities

• Housing for caretakers, managers, police and fire
  personnel
• Short-term or extended-stay accommodations
• Cultural and arts facilities
• Hospitality including hotels and
  conference/banquet facilities

• Public works
• Health facilities
• Other public, commercial and mixed-use purposes

• Residential uses, except as otherwise expressly
  permitted
• Industrial or manufacturing uses
• Casino or gaming uses, including the docking of
  vessels
• Parking, except for operations
• Electric power for use off-Island
