ONR ST Efforts in Support of JLTV

Background
  • In the summer of 2005 the Army USMC emphasized
    the need to replace the HMWWV
  • This new program is called JLTV
  • Milestone B was originally scheduled for spring
    of 2007
  • This left 18 months to conduct science and
    technology (ST) efforts to meet these aggressive
    timelines

ONR ST Support to JLTV
  • ONR quickly initiated the Combat Science
    Technology Vehicle (CSTV) program which consisted
    of many activities
  • The Chief of Naval Research (CNR) allocated 8
    M for FY06/FY07
  • USMC 6.2/6.3 funding added 6 M for FY06/FY07
  • Collaborated with TARDEC
  • The purpose of this brief is to share the results
    and lessons learned from some of these efforts
    for you to consider as you develop your proposals

ONR BAA Concept Study
  • Scope of Effort Objectives
  • Develop JLTV concept designs based on notional
    set of performance requirements as expressed in
    RFI dated 22 Dec. 2006
  • Incorporate an open architecture to accommodate
    technology insertions opportunities in 2012 and
    beyond
  • Develop notional designs for a family of vehicles
    from Gap 1 through Gap 5
  • Consider modular / common design, that addresses
    threshold and objective RFI criteria
  • Provide cost estimate for 20,000 of each
  • Provide a mock-up of the combat tactical vehicle

  • ONR provided a specific ONR ST Integral Armor
    Threat
  • Purposely tougher than the JLTV RFI to challenge
    contractor designs
  • Vast majority of BAA concepts are at or under the
    Essential Combat Capability transport weight,
    while meeting the ONR ST Integral Armor
    survivability level

  • ONR participating in ARMY HEVEA (Hybrid Electric
    Vehicle Experimentation and Analysis) ATO (Army
    Technical Objective) by funding
  • The development of VPSET Modeling Simulation
    capability
  • VPSET will assess candidate drivetrain design
    configurations
  • Supporting Military Drive Cycle analysis by ATC
  • Survey will develop operating profiles for
    vehicle missions role variant
  • Survey of fuel efficiency enabling technologies
    by SwRI
  • All three together will be used to assess
    notional drivetrain design efficiencies /
    capabilities over varying mission profiles.

  • To identify operational and interface limits in
    applicable ships (Navy, MPF, MSC, and Commercial)
    and aircraft that will transport the JLTV.

  • BAA studies show a JLTV can be designed that
    meets the RFI within weight and space claims for
    transportability
