deliver integrated Navy Career Tools that are
easy to use, clearly defined and responsive to
Sailors.
3Navy Career Tools Development
- We now have a disciplined process with open lines
of communication - OPNAV N12 acts as the Resource Sponsor who uses
Fleet input and feedback to define requirements
for product developers, such as CMS-ID and Navy
eLearning -
- Program Management Office (PMO) acquires and
develops systems based on defined requirements
from the Resource Sponsor, incorporates the
appropriate technology and validates product
performance - OPNAV N12s Fleet Introduction Team (FIT) goes
out to the Fleet and assesses deckplate
performance from the Fleet/Sailor perspective, to
ensure products perform as required, are easy to
use and responsive to our Sailors

5Assessment Methodology
- The PMO will install applications and associated
training materials - FIT will evaluate and provide feedback to ensure
that your career tools work reliably in the
Fleet, via Fleet assessments, trials and surveys - INTERNET
- NIAPS server (Afloat)
- Next we ascertain if the tools are easy to use,
accurate and responsive to Sailors - FIT reports results and Fleet feedback directly
to OPNAV N12, the Program Management Office and
Fleet leadership - Beginning to see positive results!

turned on in afloat NIAPS servers in an

8CMS-ID - Our Primary Focus
- By June 2009, Sailors will be able to submit
their own applications on-line. - Between now and then
- Our job conduct operational tests and
assessments to ensure it works and that no Sailor
is disadvantaged. If technology cant deliver,
CNP will level the playing field with changes
to business rules and policy (as we do today for
those performing GSA). - Your job use CMS-ID ! Flex the system and
provide feedback through your Fleet and Force
Career Counselors. Youll hear the CMS-ID
developer stress the following steps
- Get your Sailors on CMS-ID.
- Ensure Sailors complete their Preference form and
verify personal data. - And dont forget the Command role! Leadership
teams have a voice in which Sailors are detailed
to their commands.
