2FIRST U.S. ARMY MISSION
First U. S. Army trains, mobilizes, and deploys
Army Reserve and National Guard units in the
eastern United States, Puerto Rico, and the U.S.
Virgin Islands. As directed, conducts Homeland
Security (HLS), in support of national
objectives.
3FIRST U.S. ARMY CHAPLAIN MISSION
To coordinate and provide comprehensive
Religious Support ensuring the Free Exercise of
Religion in the First U.S. Army AOR. To support
the training, mobilization, and deployment of
mission-ready Reserve Component Unit Ministry
Teams in the Eastern United States, Puerto Rico,
and the U.S. Virgin Islands. As directed, to
provide Religious Support during Homeland
Security (HLS) and Military Support to Civil
Authorities (MSCA) Operations in support of
national objectives.

- Advise the Commanding General and Staff on
religion, morals and morale, ensuring the Free
Exercise of Religion - Integrate Active and Reserve Component Unit
Ministry Teams through Training and Technical
Oversight - Provide Pastoral Care to all First U.S. Army
Personnel - Coordinate Religious Support for Mobilization
Operations in 30 States and 16 Installations - Provide Military Support to Civil Authorities
6ADVISE THE COMMANDER
- Headquarters Staff SME on Religion, Morals, and
Morale as Affected by Religion - Staff Assistance and Annual Training Visits
- Command Climate, Sensing Sessions, and
Counseling Trends
7RELIGIOUS SUPPORT INTEGRATION/TRAINING
- Integrate AC and RC UMTs through Training and
Technical Oversight (SFOR, KFOR, CTC Missions) - Advise and Support TSD/TSB UMTs
- Provide Oversight and Direction to Regional
Facilitators in Managing Chaplaincy Regional
Sustainment Training (CREST) - Monitor, Coordinate, and Evaluate CREST
- Monitor (for the AOR) and Assist in Conducting
Suicide Prevention Training (for the Headquarters)
8PASTORAL CARE
- Provide Daily EMAIL Devotionals
- Conduct Weekly Bible Studies
- Provide Pastoral and Marriage Counseling
- Conduct Prayer and Spiritual Emphasis Prayer
Breakfasts - Conduct Annual Chaplain Family Day
- Support the Installation Ministry Team
9MOBILIZATION
- Coordinate Training and Mobilization of RC UMTs
and Chaplain Detachments - Train and Assist Installations and TSDs/TSBs for
Mobilization - Staff Assistance Visits to MOB Stations
- Review Installation Mobilization Plan Books
- Evaluate Call Forward and other Mobilization
Exercises
10HLS/MSCA
- Monitor, Assess, and Direct Religious Support
Requirements and Personnel - Conduct EOC Operations
- Serve on DCE or RTF/JTF as required
- Train and Deploy Contingency Force Pool Chaplains
