• Growth of Dubai is related to domestic- and
  foreign investment, trade tourism
• The main objective of the government is to make
  sure that preconditions exits for above
• Safety and security of the society is a prime
  concern
• Utilisation of new technologies are encouraged
  (ex. Dubai e-government)

• Dubai Government has several departments and
  associated companies
• Most of these have some kind of radio
  communication systems (conventional, trunked)
• These systems are approaching end of life from
  technical perspective
• Significant amount of resources (funds, manpower)
  needed for upgrades maintenance

• Study of operational and capital expenditure of
  current systems with Dewan (Rulers Office) during
  1998-2000
• Evaluation of available technologies during the
  same time period
• TETRA was the clear choice over many different
  radio technologies

• The Project-1 (Phase1)
• Award in June 2001 to Nokia Networks and Atlas
  Telecommunications (prime contractor)
• Received Frequencies in July 2001
• Equipment was delivered in September 2001
• Site installation completed in November 2001
• System accepted in December 2001
• System taken into operational use in Jan 2002

• Key objective was to provide high quality radio
  service to end users (voice messaging)
• Indoor coverage a must requirement !
• Coverage for Dubai City
• Brought technology understanding
• Positive feedback from end users

• Signed in June 2002
• Coverage capacity expansion
• Packet Data Application testing
• VPN Structure Created for whole Government
• Own microwave network build in end 2002 to
  replace costly leased line circuits

• Rulers Decree in December 2002
• All Government bodies companies must migrate to
  the TETRA network
• Obsolete technologies will be phased out
• Significant long term CAPEX OPEX savings for
  the Government
• Will enable better communication between the
  departments

• TETRA is a software product / system !
• Open, straight forward communication and trust
  between the parties is the key for success
• Correct System Equipment architechture ensures
  high availability
• Not one single HW or SW failure sofar !
• BUILD IN STEPS AND LEARN BY DOING !!

• Localisation (AVL) Services mobile

• Joint Communication Control Systems for all
  Emergency Agencies
• Coverage in whole Dubai Emirate

  GCC countries and internationally
• Interoperability (ISI, Terminal IOP) key for
  future success
