2So what is the PHILIS ?
- It is a national asset of the EPA for the
analysis of CWAs/ITCs on site - Collection of mobile analytical systems at 3
locations across the US - It is a full function lab on wheels performing
EPA validated methods producing data of known
QA/QC integrity - It is not a disaster only asset
3PHILIS Mission
- Fill perceived EPAs gaps in the nations capacity
to analyze for CWAs in environmental samples - Provide on-site analysis for TICs and CWAs
- Reduce time to recovery for critical
infrastructure - Validate (through the ERLN) CWA analytical
methods - Dual Use Add to EPAs analytical assets
- Provide surge capacity for EPA Regional and
Program laboratories in response to non-WMD
events natural disasters, accidents, spills - On-site analytical assets on EPA Superfund clean
up sites - Train chemists for EPAs Laboratory Support

5PHILIS Goals
- Provides the EPA with mobile, on-site analytical
capability for the analysis of CWAs in soil,
surface, water and air matrices - Augment EPAs capacity to analyze CWAs in an
emergency response (surge capacity) - Participate in validation of EPA analytical
methods (SAM) for the CWAs - Provide real-time, on-site data to EPAs response
and remedial staff for the timely, cost-effective
mitigation and recovery of site contaminated by
CWAs (or TICs/TIMs) due to a terrorist attacks - Provide analysis of TICs/TIMs in the event of a
natural disaster or accidental spills or releases

- The best aspects of the three PHILIS 1 systems
were used to construct the new PHILIS 2 prototype
(PHILBERT son of PHILIS) - GC/MS w/FPD

- The remaining PHILIS 1 assets were used as a
starting point to construct new PHILBERT systems

8PHILIS 1 - NJ
- PHILIS 1 units arrived in Edison, NJ and Erlanger
KY in July 2007. Currently running under
temporary shore power and shelter - Currently capable of only analyzing TICs (method
8260/8270) - Edison unit includes 10 GC/MS instruments and a
sample prep trailer. Two P T, LC/MS-MS
recently (October 2008) added. - A Sample Log-in and Area (SLA) trailer needed
- NDT will work with ERT and Region 2 emergency
response program and laboratory on initial set up
of lab.

- 2 24 bed lab trucks (APL01, APL02)
- 1 24 bed 5th wheel trailer w/Ford 550 for

- 2 PT systems for VOCs
- 1 LC/MS-MS system (not in PHILIS, in Region 2
fixed laboratory) - Need Finalize Permanent shore power and shelter
solution - Warehouse space construction completed, HS

- Denver PHILIS unit includes sample prep trailer
and mobile laboratory bus with 3 time of flight
(TOF) GC/MS systems. - Warehouse construction is currently underway,
with a late August completion date - Automated sample prep equipment and a SLA trailer
needed - Units have potential to accelerate GC analysis
time. Rapid GC/TOF-MS methods currently being
developed and validated by NHSRC and NEIC
