10 sector principles
item 1.1
Principle 1. Support the decisions and capacity
of the affected community Principle 2.
Coordinate and promote a strategy Principle 3.
Maintain continuous assessment of risk, damage,
needs and resources Principle 4. Avoid
relocation or resettlement unless it is
essential for reasons of safety Principle 5.
Minimise duration and distance of displacement,
when displacement is essential Principle 6.
Support settlement and reconstruction for all
those affected Principle 7. Ensure rights and
secure tenure for all those affected Principle
8. Support the affected population in making
informed choices Principle 9. Ensure
vulnerability to disasters is not
rebuilt Principle 10. Undertake contingency

6 options for displaced populations
item 1.2
The 6 transitional settlement options for
displaced populations are classified as dispersed
or grouped
Host families
Dispersed
Urban self-settlement
Rural self-settlement
Collective centres
Grouped
Self-settled camps
Planned camps
5
6 options for displaced populations
item 1.2
  • These 6 options are categorised to ensure that
  • the full range of options that a displaced
household may chose are described so we
support their priorities and do not just build
    camps
  • - the settlement of the entire displaced
    population is mapped so
we can consider our responsibility as supporting
everyone displaced and not just our caseload
  • - the movement of between options during
displacement is supported so we do not
consider those optimising their survival and
    return as being inconvenient

6
6 options for non-displaced populations
item 1.3
The 6 transitional reconstruction options are
categorised as tenants and owner-occupiers

6 options for non-displaced populations
item 1.3
  • These 6 options are categorised to ensure that
  • the full range of occupancy and options for
reconstruction are described for the entire
    population affected so we
support all affected households, and not just
    owner-occupiers
  • urban tenure worldwide, UN-Habitat 1998
  • owner tenant squatter other
  • 42 34 19 5
  • a support package is agreed that is appropriate
    for each option so we
offer methods of assistance relevant to each form
of tenure and use, and not offer roof tiles to an
    apartment tenant

the 6 options for displaced and 6 options for

Standardised sector Shelter Training
item 2
In 2006, the Shelter Training workshop run by
Shelter Centre in Geneva concluded that the
sector wanted - standardised training, for
consistency and quality - regular training, so
you can plan ahead - modular training, so you
can use part of it - supported material
available open source, so you can adapt it in
the field for your own needs Field surveys in
Asia in 2007 identified a demand for libraries of
images and diagrams, to further support field
adaptation These objectives were reaffirmed in
break out groups plenary sessions of the
Shelter Meeting sector forum

Standardised sector Shelter Training
item 2

In 2007-8, Shelter Centre developed shelter
training - based on training over 10 years with
RedR Oxfam - ESC Technical Shelter Training
(Type C) in 2007 - IFRC Shelter Technical
Training 2008 May Oct - sector Shelter
Training 2008 May November This final version
has been proposed by the IASC ESC as an endorsed
sector technical training The ESC is proposing
also to consolidate consistent coordinators,
trainers and information managers training

online Shelter Training service to
present - modular interactive sessions
practical exercises - all free shelter training
in the public domain - related free training, eg
environment, WASH - image and diagram
libraries - a training events calendar for all
organisations - links to other training
