NERP 1983

• Purpose is to establish procedures for the
  reception, temporary care and onward
  transportation to the final destination of
  noncombatant evacuees returned during an
  emergency.
• To define roles and responsibilities of Federal
  agencies and provide guidance to States and other
  collaborating agencies to respond during an
  emergency repatriation.
• Serve as a guide for States in the development of
  the ER plan.

Scope

• Large evacuations, 500 or more.
• The national responsibility (planning and
  implementation) for emergency repatriations was
  designated to ORR.
• NERP relies on States and local government to
  carry out operational responsibility for the
  reception, onward transportation and temporary
  care.
