BACKGROUND

• Oversized, aging infrastructure with a high cost
  to maintain
• Production lines require modernization to reduce
  costs and accept next generation technology
• Multiple LAP facilities exist with some
  duplication of capabilities
• Efficiencies could be realized by scaling the
  base to current requirements for both production
  and replenishment
