Title: City of Saco Subcommittee on Community Wind Power Projects

1
City of SacoSubcommittee on Community Wind Power
Projects
  • Saco Facility Discussion

Presented By Howard Carter
2
Our Commitment
  • Reducing our energy dependence
  • Obtain much of our energy from renewable sources
  • Investigate means of conservation, efficiency
    and renewable energy
  • Reduce dependence on fossil fuels

3
Our Energy Committee
  • Formed in the Spring of 2005
  • Includes a City Councilor and 5 City Personnel
  • Meets regularly to investigate means of
    conservation
  • On November 16,2005 accepted The Governors
    Carbon Challenge
  • Attend courses and seminars to better educate
    others

4
Our Answer to the Governors Challenge
  • Dated November 16, 2005
  • Reduce carbon emissions by a target amount of 25
    by 2010
  • Of this reduction
  • 5 will be direct emissions-those that occur as a
direct result of action, and occur at the same
time and place, e.g. chemical substitution
  • 20 will be indirect-occur at a later time or at
a distance from where action takes place, e.g.
    energy conservation

5
US Mayors Climate Protection Agreement
  • Initiative to advance the goals of the Kyoto
    Protocol
  • Saco signed the agreement on August 21, 2006-As
of May 2007-500 mayors have signed on
  • Under the Agreement, cities commit to the
    following actions
  • Strive to meet or beat Kyoto Protocol targets,
through actions ranging from anti-sprawl land-use
    policies to public information campaigns
  • Urge state federal governments to meet or beat
the 7 greenhouse gas emission reduction target
    by 2012
  • Urge Congress to pass bipartisan greenhouse gas
reduction legislation, which would establish a
    national emission trading system

6
What we are doingCitywide
  • City Council approved 300,000 for citywide
    energy improvements
  • Replaced departmental light bulbs with Compact
Fluorescent lights (CFL)-this saved an estimate
of 11,000 annually with a 4 year payback
  • 16 of 22 refrigerators replaced-estimated savings
of 2,200 annually with 3 year payback
  • Converted all traffic lights from bulbs to Light
    Emitting Diodes (LED)

7
More Citywide Projects
  • Replaced all Cathode Ray Tube (CRTs) computer
monitors with flat screens which consume 90 less
    energy
  • Future projects
  • Building an air-lock vestibule at City Hall-this
    will prevent heat loss
  • Replace doors, windows and inefficient structural
    designs at the community center
  • Goal to reduce residential waste stream by 75 by
    2010

8
Department Projects
  • Wastewater Treatment Plant-the Citys largest
    energy consumer
  • Installed a 1.8 kW windmill for administration
    building

9
Wastewater Treatment Plant Projects..
  • Solar heated panels were installed for the
    headworks building
  • High efficiency motors pumps installed
  • Variable Frequency Drives (VFD) on most equipment
  • Programmable thermostat temperature controls

10
Future Projects for Wastewater
  • Plans to use geothermal heat captured from
wastewater to heat cool process building
  • Installation of Solatube Skylight in the Lab
    possibly other on site buildings
