3 INITIAL RESPONSE
Our experience to date makes us aware of the diverse range of circumstances facing young people and the increasingly cultural complexity of society.
Cultural, moral and ethical issues arise which, if not confronted, contribute to the downward spiral of exclusion and alienation which can lead to violent behaviour and to further exclusion.
This is particularly the case for young men.

An effective response requires resources, innovative thinking, and specific qualities and skills within the support staff.
However, acting outside the organisational mainstream may provide freedoms, but also contributes to the potential exclusion or marginalisation of the agency itself.
The service may be discounted or stereotyped in much the same ways as the clients it serves.

It is from this background and experience of working with the most disaffected young people
refugees
travellers
those from minority ethnic groups
those living in the most deprived communities
those experiencing exclusion and low educational attainment
that we feel we can contribute to the development of European Youth Policy and practice, while also learning from the experience of our European partners.

7 PROPOSAL
The EUROPEACE network recognises that society is the weaker and more prone to conflict, social tensions and violent exclusion if discrimination goes unchallenged and participation is not facilitated.
The EUROPEACE network will plan and deliver a programme of workshops and seminars each of which will focus on a particular theme or issue.
8 Objectives
To develop a multi agency partnership framework to develop and implement innovative methods of youth work and of the international co-operation, training and information related to it.
To exchange information, through workshops, to produce best practice, guidance notes and to develop an accredited training programme for adults working with young people.
Discussion and information generated by the network members will be publicly available through a web site , by canvassing support from other related networks, and by attracting extra funds to support additional development projects.
Delivery is through a series of workshops to develop Practice Training Manual, Policy, Website, CD ROM and Final Project Report

SMS is an organisation of and for refugees in the Netherlands. SMS was formed on the initiative of three refugee organisations - CRAN (Coordinating Council for Albanians in the Netherlands), Stichting DIR (an Ethiopian refugee organisation) and FAVON (Federation of Afghan Refugee Organisations in the Netherlands) and Kontakt der Kontinenten. SMS was founded in January 2002 and now has a network of about 150 refugee organisations.

The Pupil Parent Partnership Ltd is a social inclusion project which has been developed over 10 years and provides a multi-disciplinary, education and therapeutic support programme for the most marginalised and disaffected young people across West London. The company works towards combating exclusion in all its forms.
