2The Beginning of ASMC
- Nine founding members met on December 2, 1948 in
San Antonio, Texas. - The Society of Military Accountants and
Statisticians is born from that meeting. - The National Constitution of the association was
adopted on May 12, 1949.

Title IV of the National Security Act Amendment
of 1948 was a major landmark in financial
improvements in the federal government. The act
established the Office of the Secretary of
Defense, Comptroller.
3Early days of ASMC

- Membership was reserved to Commissioned and
Warrant Officers. - The society was re-named in 1955 to the American
Society of Military Comptrollers. - Dues were 5 for the first year, 3 for each year
thereafter. - In 1970, the Constitution was revised to include
broader fields of membership and membership for
enlisted personnel.
- In 1962, Mr. Philip Hitch (ASD Comptroller)
announced plans to establish a Financial
Management System in the DoD to consolidate,
review and analyze the programs developed by the
military departments the beginning of the
planning, programming, budgeting (PPB) process.
4Annual Conventions
PDI 1986 San Diego
- The first annual Convention was held November
21-22, 1957 in Washington DC. - The third annual convention in 1959 had about 250
attendees. - The annual convention was Named Professional
Development Institute in 1981. (Saint Louis) - PDI II in New Orleans had an all time high of 30
workshops.
In 1976, The National President and Executive
Director were invited to the White House to
represent the Society at the signing of the
Military Appropriations Bill by President Ford.

6The Armed Forces Comptroller
- The Armed Forces Comptroller was first published
in July 1956. - The first issue was dedicated to founding member
Colonel Jerrold D. McCarthy, a veteran of both
World Wars and our first National Secretary.
I talked with the Comptrollers of the many
military installations around San Antonio and we
found we had many common problems. we were also
able to save the government money.

7Chapters and Membership
- In 1959, membership had grown to 1,200 in 25
active chapters. - In 1974 a new award for most outstanding chapter
was introduced.
Looking back over my membership in the Society,
I am indebted beyond measure to the stimulus,
education and inspiration given me by the
presentations of the many outstanding authorities
in the field of comptrollership at our chapter

13ASMC Today
- ASMC now has almost 19,000 members in 148
chapters. - Membership includes civilian, military and
private sector employees. - The annual convention attracts 3,700 4,200
attendees, and offers more than 130 workshops. - More than 4,400 individuals are designated as a
Certified Defense Financial Manager. - Seven full time and three part time employees
support the programs and administration of the
society.
