Title: Bridging the GAP between stakeholders and science

1
Bridging the GAP between stakeholders and science
  • Science in Society programme of the
  • EU Framework 7
  • Start 1st April 08 End 30th Sept 09

2
Bridging the gap between science and
stakeholders GAP1 Common Ground
  • GAP1 explores how the knowledge and skills of
science and fishery stakeholder partners can be
combined to enhance the understanding and
    management of fisheries.
  • 15 fisheries science 15 stakeholder partners
    from 11 countries
  • Committed to building the capacity to collaborate
    in participatory research
  • Engaging through European and regional workshops
  • Sharing their experiences and working together to
    develop participatory fisheries research case
    studies.
  •
  • Coordinator Steven Mackinson, Cefas, UK
  •
  • Funding Science in Society programme, EU
    Framework 7
  • Duration April 2008 - September 2009
  •  Website http//www.gap1.eu

GAP overview
3
Who is involved?
  • 15 science 15 industry partners
  • 11 countries
  • 13 case-studies

GAP overview
4
Whos responsible for what?
Coordinator WP 1 - Bridges and best-practice
(Steve Mackinson, Cefas) WP 3 - Planning
embedding (Doug Wilson, Ditte Degnbol, IFM)
WP 5 Project co-ordination (Suzanna
Neville) and financial management (Sue Bramford
and Jane Medler, Cefas)
  • WP 2 - Knowledge and perspectives (Juan Freire,
    UDC)
  • WP 4 - Effective outreach
  • (Charlotta Järnmark)

5
What is the GAP vision?
  • Concept to explore and combine alternative
    complementary knowledge
  • To improve understanding and management of
natural resources, and (by providing the science)
  • Pave the way for participatory research (by
    example and building relationships)

GAP overview
6
Rationale for GAP
7
GAP as a model for Science in Society
  • Initiates cooperative research and builds
capacity to engage stakeholders in research
  • Champion for better conditions for collective
    choices on sustainability
  • Demonstrates the value of complementary knowledge
    in problem solving
  • Builds relationships leading to better
    decision-making

8
What is GAP- phase 1?
  • Collaboration partnerships between science
    stakeholder organisations
  • Logo as a symbol of collaboration
  • Common ground for sharing knowledge
  • Initiation of phase 2 participatory research

9
Purpose
  • Initiate cooperative research processes that
provide the background knowledge and partnerships
for preparation and implementation of a
    stakeholder-science participatory research
    project.

10
Objectives
Objective 1. Build trust and relationships by
engaging stakeholders and scientists in planning
cooperative research.   Objective 2. To engage in
open dialogue and develop complementary
understanding through planning and preparation of
hypothesis driven case studies.   Objective 3.
Use the case studies and the sociological
experiences from regional activities on
developing cooperative research ideas, to plan an
RTD project aiming to combine and make use of the
knowledge of fishermen and scientists.
Objective 4. Communicate and disseminate the
concepts, plans and outcomes of GAP1, at the
national and European level.   Objective 5.
Deliver project on time and budget. Meet
deliverables.
11
What will GAP-1 do?
  • Build relationships
  • Develop a shared understanding
  • Prepare hypothesis driven research case-studies
  • Plan and propose Phase 2 implementation of case
    studies
  • GAP advocacy - raise profile through communication

12
Initiating cooperative research links to GAP-1
plans
13
Where is GAP-1 going?
  • Phase 2 - Research Activity
  • To develop and demonstrate methods that combine
knowledge in ways that improve understanding
    required for management and policy
  • Implemented through selected case-studies
  • Phase 3 - Collaborative research partnership
  • Provide the means to deliver and translate
integrated knowledge to advice for management and
    policy makers

14
How is the project structured?
  • All partners in all WPs equal time
  • Outcomes Deliverables
  • Progress Milestones

15
Whos responsible for what?
Coordinator WP 1 - Bridges and best-practice
(Steve Mackinson, Cefas) WP 3 - Planning
embedding (Doug Wilson, Ditte Degnbol, IFM)
WP 5 Project co-ordination (Suzanna
Neville) and financial management (Sue Bramford
and Jane Medler, Cefas)
  • WP 2 - Knowledge and perspectives (Juan Freire,
    UDC)
  • WP 4 - Effective outreach
  • (Charlotta Järnmark)

16
What is expected of partners?
  • Engage and share knowledge openly
  • Develop a specific research Case Study
  • suitable for a small - medium scale research
    project
  • develops research concepts, methods and/or tools
that bridge the gap between stakeholder and
    scientific knowledge
  • Promote GAP to improve chances

17
What will the case-studies do?
18
What happens when?
  • 3 Regional meetings April 08 to March 09
  • Workshop 1 April 08 outcome best practice
    guide on participatory research
  • Workshop 2 May 09

19
Deliverables
20
Milestones
21
WP 1 Bridges and best practice
  • Outcomes Learning to work together. Best
practice guide on participatory research based
    on experience and views
  • Used in Regional Meetings Code of Conduct for
    initiating cooperative research

22
WP 2 Knowledge and perspectives
  • Regional meetings between fisheries stakeholders
and scientists in each country to
  • Engage and share knowledge openly
  • Develop a specific research Case Study
  • suitable for a small - medium scale research
    project
  • develops research concepts, methods and/or tools
that bridge the gap between stakeholder and
    scientific knowledge

23
What will the case-studies do?
24
WP 3 Planning and Embedding
  • Objectives
  • To ensure that the case studies have a framework
    for learning about learning
  • To find common threads in the case studies that
will inform a more general project that also
    learns about collaborative research.

25
WP 3 - Actions
  • Interviews in Three of the Cases
  • Learn about the scientific issues
  • Learn about the social context of the science
  • Learn about the management and governance
    implications
  • Interviews with both GAP participants and other
    interested parties
  • Second workshop
  • Report on Interviews
  • Implications for the proposal plan
  • Outline of proposal(s)

26
Initial Ideas for a Framework
  • The larger context of the research questions
  • Economics, Community, Management
  • Practices of Knowledge in the Case
  • What are scientists doing?
  • How do they see what they are doing?
  • What is the industry doing?
  • How do they see what they are doing?
  • How do they see what each other are doing
  • How do the research questions and processes
    change and grow?
  • How are the practices and context related?
  • How can ongoing learning be built in?

27
WP 4 Effective Outreach
  • Purpose
  • GAP programme advocacy concept, competence,
    capacity. Raise profile. attract attention,
    facilitate funding
  • Support partners in communication activities at a
    national level
  • Develop a strong communication strategy for GAP 2
