1. Processes and Procedures- Model Terms and
   Conditions of Contract- Model Standing Orders
   for Procurement- Recommend region-wide tendering
   limit based on research commissioned by NWCE.-
   Review of potential impact of pre-commitment.
2. Training- Publish and run a programme of
   seminars around efficiency and procurement.

   initiatives within the region.- Out of

2. Model Specifications in key back office and

   practice across the region.- Develop NWCE
   website to make available learning model and
   tools.
