Title: Flight Planning Work Shop

2Flexible Use of Airspace
3Flexible Use of Airspace
- When FUA was introduced (1996), the expectations
were high. - Still, my first and personal, reaction was that I
expected KLM would NOT use it as long as the
opening hours were not stable. - Two years after the introduction it was
considered a failure.
4Flexible Use of Airspace
- Till KLM started with automated FPL filing, we
hardly used FUA. - The Operation of a HUB carrier is too dynamic to
be surprised by closed CDRs after a DLA. The
impact is too negative.
5ASM Trials
- KLM participated in the 2nd ASM trial last
January. - Impact could be beneficial in case of a release
of airspace. - Thats why KLM could accept a late release like
30 before EOBT, or even shorter. - In case of a late claim KLM needs at least a 60
reaction time to cater for a new FPL and the
extra fuel needed. - The role and the advises of the AOLO is vital in
relation to the above procedures. - For the time being the procedures are too
bureaucratic, but with the introduction of CIAM
this should improve quickly.
6Air Space Management
- Openness and communication are the prior
conditions for the success of Air Space
Management in the future. - This all could be a great opportunity to improve
the way of thinking about Collaborative Decision
Making and working together.
7ATC Desk
- Monitors the capacity, works out scenarios and
initiates actions - Advisor for Dispatch
- Facilitates, in dialogue with OCC and HCC,
inbound and outbound priorities
8Monitors the capacity, works out scenarios and
initiates actions
- Example checks CPS for irregularities in
capacity and advises during Operational
briefings - In collaboration with HUB- and Network Control
works out scenarios and activates them - Monitors the expected sector- and runway
capacity, and advises Dispatch in relation with
this capacity - http//www.eham.aero/ to look for Capacity
Prognoses.
9Advisor for Dispatch
- Advises the choice of routes within Europe, also
to partners as NWA and KQA. - Contact for the AOLO in actions to be taken in
case of RRPs. - Communicates particulars of the e- and
tele-conferences with CFMU. - Brings up the implications and possible scenarios
in the Day-Plan. - Makes notes of relevant data in the Roll Call
according to the Network Information. - If needed contacts CFMU Help desk and FMPs.
10Stick to your FPL?
11Wrong!!
12Stick to THE FPL!
13- What is a HUB Carrier?
- What is an optimum FPL?
- It takes TWO to tango!
14The HUB Carrier and its partners are part of a
complex Network, providing passengers connections
and needs each flight to fit in the passenger
flow.

The Pilot manages each individual flight for the

15What is an optimum FPL?
- According to minimum Time, or Cost?
- Minimum Fuel, or Distance?
- As soon as possible, as high as possible?
16What is an optimum FPL?
17It takes TWO to tango
- Why does an AO file a FPL on an off optimum
level?
18It takes TWO to tango
- Why does an AO file a FPL on an off optimum
level? - Because the AO wants to realize something!
19It takes TWO to tango
- Why does an AO file a FPL on an off optimum
level? - Because the AO wants to realize something!
- Not because the AO wants to cheat!
20FACTS
In 43 of all ATFCM over-deliveries during
2004, the actual FL was different to the RFL in
the FPL

22Then STAM Short Term ATFM Measures appeared
around the corner
- What do you mean by Stick to your FPL?
- It took a lot of persuasion to convince pilots to
stick to their FPL.
23Then STAM Short Term ATFM Measures appeared
around the corner
- What do you mean by Stick to your FPL?
- It took a lot of persuasion to convince pilots to
stick to their FPL. - After the introduction of STAM this disappeared
like snow for the sun.
