NDP office planned to submit National Development
Concept to the government without PP NTN learnt
it and wrote an open letter to PM PM stopped the
idea of NDP office Consultation started about PP
between NDP office and NTN 6 weeks commenting
period about NDC in July and August Very few NGOs
submitted opinion about plans, except

31 pages document of 12 NGOs (main CAAG and
NSC) 45 pages expert analyses along
sustainability criteria Main problems of the
National Development Concept - non-material
values are not included- do not deal with
environmental conditions, capacity- dominance
of competitiveness- do not count the real costs
of activities- democracy building are not
included, as priority Positive - environmental
integration is better than in NDP I.- community
development is included

Main general approach is not included,
but regarding the 72 detailed comments 20 of
them fully, 40 of them partly accepted Some
important change in environmental integration and
sustainability aspects

Accepted- safe, clean and good quality
environment is a main aim- environmental
awareness raising and education are important aim
in 2007-13 plans- environmental and
sustainability RD is included- importance of
waste prevention is included- environmentally
harmful subsidies should be abolished- role of
local economy, based on local resources and local
knowledge, should be increased- sustainable
development of Tisza river valley.

transport- support of non-material

environmental priorities.

Next steps
Promote environmental issues in detailed plans
(NSRF, OPs) Use more informal way, beyond offical
PP processes Participation in planning of -
NSRF and 10 OPs- SEA of NSRF and OPs- major
projects- implementation structure and call for
