  • Timely sowing of pulse oilseed crops are
    affected due to heavy rainfall (218.3 to normal)
    in the month of October, 2004.
  • There is a possibility of 5 to 10 Percent
    shortfall in Rabi production due to prolonged
    cloudy weather and continuous rainfall.

  • The rice crop, especially basmati rice was badly
    affected at flowering and maturity stage due to
    heavy rainfall and hail storm.
  • Shortfall in production of rice is due to flood
    in the district USNagar. One third of area under
    rice in the state is in district USNagar
  • The targeted production level of Sanwa Maize is
    not achieved due to shift of area to Ragi and
    Rice crop, but the productivity of these crops
    has been increased.

Strategies for Kharif 2005
  • Farmers Trainings/ Goshtis from State level to
    Nyay Panchayat level.
  • Timely Availability of Quality Inputs.
  • Districtwise Seed Allotment for Kharif Crops have
    been finalized.
  • There is a Proposal to bring ten percent area of
    wheat crop under green manuring in plain
    districts.
  • Focused attention on IPNM and IPM.

PRIORITY ISSUES OF STATE
  • Non availability of quality seed of agricultural
    crops and planting materials of horticultural
    crops in time.
  • Inadequate post harvest handling infrastructure
    and non-existence of value addition.
  • Low marketable surplus in hill situation, lack of
    marketing facilities and prevalence of marketing
    malpractices.
  • Remoteness and inaccessibility of hilly areas
    which impede transfer of techniques.
  • Development of improved varieties of finger
    millets, barnyard millets, amaranth, buck wheat,
    rice, bean, rajma, barley.
  • Development and popularization of small tools and
    machinery for hill farming and post harvest
    operations.
  • Popularization of water harvesting and micro
    irrigation techniques.

PRIORITY ISSUES OF STATE
  • Development of suitable crops sequences and
    production technology for predominantly rice,
    wheat areas.
  • Area under pulses/oilseeds is very low (4.97 of
    area under crops). Special package for
    development of pulses /oilseeds is needed.
    Apricot / cheura (tree borne oilseeds) can be
    promoted on degraded forest lands.
  • All research programmes ought to be conducted in
    interdisciplinary mode through production system
    approach with emphasis on nutritional security
    and raising income levels through development of
    entrepreneurship.

New Initiatives Taken By State Core Valley Seed
Production Programme
  • Seed Replacement Rate in hill areas is only 3 to
    4 percent.
  • 31 Valleys identified in ten hill districts for
    seed production.
  • District-wise Seed requirement have been worked
    out for different crops.
  • Seed production programme in 1187 ha. under five
    valleys have been finalized with target of
    producing 13500 Qtls. of certified seed in kharif
    2005.

Package of Practices
  • In hill areas great deal of agro-bio-diversity
    exists.
  • These areas have been completely deprived of
    benefits of green revolution.
  • For increasing production and productivity of
    small holdings under Farming System Approach
    suitable package of practices need to be developed

New Initiatives Taken By State Farmer to Farmer
Extension Approach
  • Progressive farmers from all 670 Nyay Panchayats
    have been identified.
  • Intensive Training will be imparted to these
    progressive farmers regarding recent advances in
    production technologies.
  • These progressive farmers will work as link
    farmer between Govt. functionary and farmers of
    their Nyay Panchayats

New Initiatives Taken By State Market Linkage of
Organic Producers
  • SHGs and Farmer Federations have been proposed
    in all 667 Bio-Villages under organic farming.
  • Marketable commodities from each villages are
    identified.
  • Common facility centers for capacity building,
    processing, grading have been proposed.
  • Linkage of farmers federations with internal and
    external markets.
  • SARAS - Organic Produce Marketing Center are
    proposed in every district of the state for
    internal market. Two centers at Haldwani
    (Nainital) and Dehradun are functional.
