The importance of training and information
for Mayors and Municipal Administrators

2Formez started its activity in the field of civil
protection in 1981 after the earthquake in the
Basilicata and Campania regions in November 1980.
3 Since the '80s, in collaboration with the
Department of Civil Protection, Formez has
realized
- Short seminars and courses on topics related to
civil protection aimed at - civil protection administrators and technicians
in local administrations - volunteers
Basic courses for civil protection operators in
local authorities
Training on forest fire-fighting and
environmental protection
4In this framework, Formez actions give support
to the activities of local authorities in the
governance of civil protection,

6Among the several activities that Formez has
realized, particular attention must go to
the
INTEGRATED TRAINING PROJECT 2001-2003
in favour of local authorities and volunteer
organizations, realized in accordance with the
Italian Department of Civil Protection and
addressed to
Managers and civil servants from local
administrations

7The main training activities realized over three
years 2001-2003, were
8Base Courses for Civil Protection Operators
40 days - 280 hours
The total duration was
organized in 8 one-week modules
which were held one week every month
911 courses on hydraulic and landslide risks were
held in order to develop the skills for dealing
with a risk that could involve all the Italian
territory
10 courses were realized in order to develop the
abilities of assessing seismic vulnerability and
issues concerning the feasibility of buildings in
the case of earthquakes
Every course was organized in a one-week class
and a three-week workshops either on the spot
or through simulated practice on a computer

the organizational, logistic and managerial

13Actions and Learning to establish cooperation
projects in Albania
- The ALBA Project was mainly aimed at
strengthening the local institutions of the
Shkoder region (North of Albania) in view of
implementing the decentralization process. - The actions to support the development of civil
protection have been realized along two lines - a course for the Prefecture, the Municipality
and the Region of Shkoder on planning and
managing emergencies. The prefecture has also
been supplied with a radio room and radio links
of medium dimensions - the project Sure School" for the schools in
Shkoder aimed at teachers, through whom the
project would reach the pupils by using books
and games
14PILOT PROJECT Cross-cut effects of the Model of
Management of Industrial Accidents, in the main
and lower basin of the Danube (TEIAMM)
- The TEIAMM Project was developed to provide a
research and training programme by elaborating
and implementing a quick methodological
operational model. The main goals of the project
were -
- to arrange and organize external Emergency Plans,
with the necessary technical, procedural and
organizational measures, in order to prevent and
minimize the effects of industrial accidents - to follow and manage, in real time and in a
proper way, the emergencies affecting the areas
near the industrial areas, with special attention
to possible effects along country borders - to provide support to the Capacity Building
initiatives and aid to the national authorities
through technical assistance, information and
training.
15PILOT PROJECT Cross-cut effects of the Model of
Management of Industrial Accidents, in the main
and lower basin of the Danube (TEIAMM 2)
Formez, in collaboration with IBM-Sistemi
Informativi, ICARO and the Italian Ministry for
the Environment, has currently implemented a
management system to cope with environ-mental
damage caused by industrial accidents, through a
web-network based on inter-connectivity and
geographical distribution.
16BALKAN PROJECT Regional cooperation initiative
strengthening and qualification of public
administrations in Six Balkan countries
The Initiative aims at educating and qualifying
managers and executives from the Balkan Countries
at various levels in order to create a
non-military oriented administration for civil
protection.
- The medium-term objectives in the area of Civil
Protection are - To provide knowledge and tools to people
operating in civil protection in the Balkan
Countries to enable them to act in a more
effective way - To increase their planning and crisis management
capabilities - To enhance the exchange of experiences and
information with other countries and facilitate
interaction
17China Europe Public Administration (CEPA)
Programme
- The CEPA Project aims
- to supply technical assistance to the Chinese
Public Administration from 2003 to 2007, - to assist the process of Chinese economic and
social reform by increasing the exchange of
knowledge about Public Administration Management
between China and the European Union - Formez has been invited to carry out cycles of
lessons on "Crisis Management and Civil
Protection" and to organize study trips and
internships for Chinese delegations in Europe in
order to study this theme
18The Mayors (and Municipal Administrators) Project
In the ambit of the strategies for governing the
territory and the new institutional order of
Civil Protection, the project refers to the
Mayor as a key actor who plays a primary role as
an authority for civil protection. However Mayors
face no little problems because of their
difficulties in correctly interpreting their role
and related tasks
On one hand, such difficulties can be
ascribed to the lack of training and information
for local administrators, on the other, to the
number of commitments among which civil
protection is low in the scale of priority

The Mayors Project
- To make the mayors aware of the role that the
civil protection system assigns to them as well
as the legal and penal consequences if they do
not accomplish their tasks - To equip the mayors with cognitive instruments in
order to allow them to manage the complex system
of civil protection prevision and prevention,
emergency planning and management, recovery to
normality - To facilitate and increase the exchange of
experiences and information among all those who
deal with civil protection - To encourage the creation of a "network" of
administrators for civil protection. (i.e. a
professional community) able to support the
choices and the responsibilities of each single
administrator

- The Technical-Scientific Committee, in synergy
with the Regional representatives, has defined
the macro-areas for the development of training
and information methods - emergency planning and management
- legislation and jurisprudence
- administration and finance
- the system of civil protection.

Constraints and Solutions
The teaching planning will have the purpose to
optimize the limited time available to the mayors
as well as to cover the gap of training and
information on civil protection topics.
- Web solutions
- the training/information path foresees the
organization of brief seminars and the use of web
and e-learning IT - the transfer and dissemination of know-how with
flexible web-based methods - the creation of a professional on line
community for the exchange of opinions and
experiences among mayors and administrators
