2
HTLA outline
  • HTLA title Application of computer simulation
tools for improved planning and coordination of
    railway operations on large networks
  • HTLA structure A suite of related projects
proposed for inclusion in a bid for a new Rail
    CRC
  • HTLA basis A collaboration between 3
    universities

  • Total 4.9m over three years
  • 4 Senior Research Fellows 1.2m
  • 8 Research Associates 1.8m
  • 8 PhD top-up scholarships 0.24m
  • Part time research assistance 1.2m
  • Additional expenses 0.46m

7
HTLA aims
  • To use new technology to ensure effective
    infrastructure planning, efficient resource
allocation and optimal operation in the rail
    industry
  • To apply computer-based modelling tools developed
    initially for planning, simulation and
implementation of daily operations to high level
    and long-term management tasks
  • To encourage an integrated multi-modal approach
    to transport policy development and
implementation as recommended in the SCOT report

8
HTLA projects page 1
  • Benefits and costs of raising Australian
interstate rail tracks to accepted world
    standards
  • Sustainable land transport
  • Objective assessment of benefits of enhanced
    infrastructure
  • Optimal planning and operation of bulk commodity
    transport contracts
  • A standard benchmark library for energy-efficient
    train operation
  • Planning and coordinating intermodal operations

9
HTLA projects page 2
  • Decision Support Systems for strategic planning
    of railway systems and networks
  • Greenhouse gas emissions and transport
  • Managing complex rail-based supply chains
  • Urban freight distribution optimisation models
  • Non-urban logistics and industry locations
    optimisation model
  • A model for partnership financing of short line
    rail infrastructure
  • A protocol for periodic profiling of safety
    culture in Australias railways

10
HTLA status
  • HTLA is a response to a call for projects from
    the ARA
  • HTLA will be one of many (several) ambit claims
that will be assessed by the ARA
  • HTLA has excellent academic credentials and
strong support from major rail organisations,
experienced rail consultants and the Bureau of
    Transport and Regional Economics
  • HTLA has been well prepared but it is a
    preliminary proposal only
