ENVIRONMENT
2
WORKSHOP STRUCTURE
  • This workshop will address the competencies
  • for the following unit
  • TAAENV403B Ensure a healthy and safe learning
    environment

3
ASSESSMENT
  • Assessment for these units will be based on
  • Your workshop participation and contribution
  • The completion of the learning activities during
    the workshop
  • Completion of a practical assessment task which
will be fully explained by your facilitator

4
OVERVIEW
This workshop will cover the processes and
strategies that can be used to ensure that
training and assessment take place in, and comply
with, occupational health and safety
requirements
5
KNOWLEDGE
  • All learners need to know
  • the hazards relevant to the industry in which
they are working or will work
  • occupational health and safety procedures
applicable the workplaces where they do or will
    work
  • commonly used OHS symbols and signs
  • the legal responsibilities of employers and
    employees

6
RESPONSIBILITY
  • It is the responsibility of trainers and
workplace supervisors to assist people in
learning all that they need to know and do to
    work safely
  • It is the responsibility of learners to
demonstrate safe work practices in all training
    and assessment situations

7
QUALITY
  • The Australian National Training Authority
  • (ANTA) and Training Package Developers
  • (TPDs) have developed a number of
  • guidance packages for RTOs, program
  • designers, trainers and assessors
  • ANTA is, however, no longer the overseeing body.
Its responsibilities have been transferred to the
Department of Education, Science and Training
  • (DEST)

8
CONTEXT
  • The qualifications of trainers, assessors or the
training and assessment team must also be
    considered
  • They should cover the scope of the subject area
and the interrelated OHS competencies being
delivers in training and being assessed

9
ACTIVITY 1
  • In groups
  • Respond
  • Record
  • Present
  • 15 minutes

10
COSTS
  • Occupational health and safety is
  • increasingly recognised as an issue of
  • national, economic and social importance
  • Estimates indicate that the national cost
  • in terms of workers compensation is in
  • excess of 4 billion

11
OHS ISSUES
12
ACTIVITY 2
  • In groups
  • Respond
  • Record
  • Present
  • 15 minutes

13
FOR INTERACTIVE DISCUSSION
  • Have you ever been expected to
  • deliver training or conduct an
  • assessment in a situation that did
  • not meet OHS compliance
  • requirements?
  • What did you do?

14
ASSESSING RISK
  • OHS legislation is concerned with
  • Prevention of workplace injury and illness
through the organisation and design of work and
    workplaces
  • Prevention through the recognition, evaluation
and control of the causes of occupational disease
    and injury

15
FOR INTERACTIVE DISCUSSION
  • What training/assessment
  • resources
  • machinery and equipment
  • are integral to the
  • training you do or will deliver?
  • How do or will you ensure
  • that these are safe to use and operate?

16
LEARNER RESPONSIBILITIES
  • Whilst much of the emphasis on prevention of
  • workplace hazards rests with employers, OHS
    implies a
  • mutual responsibility
  • It is the employees' right to work in a safe
  • environment
  • The employee, however, has a responsibility to
    observe
  • the health and safety regulations and guidelines
  • This applies equally to learners trainees and
    new
  • apprentices

17
SOLUTIONS
  • The Hierarchy of Control prioritises
  • preferred options for implementing possible
    problem solutions and OHS controls
  • Hierarchy of Control priorities
  • 1. Elimination
  • 2. Substitution
  • 3. Engineering
  • 4. Administration
  • 5. Personal Protective Equipment

18
PROCESSES
  • The risk management process
  • identify hazards
  • assess the risk of the hazard causing injury or
  • illness
  • control the hazard to eliminate or minimise
  • the level of risk
  • monitor/ review and evaluate the
  • effectiveness of controls

19
EXAMPLES
20
RISK ASSESSMENT
Map the likelihood of a hazard causing harm
against the likelihood of an actual occurrence
Match this to the probable severity (damage
rating) of the harm
21
FOR INTERACTIVE DISCUSSION
Do you and the other members of the training and
development team know what your responsibilities
are with regard to risk assessment?
  • Does the RTO or the organisation you work for
  • keep you informed of up-dates and changes to
  • OHS legislation?
  • If you answered no to these questions what
  • will you do to rectify this?

22
ACTIVITY 3
  • Individually or in groups
  • Respond
  • Record
  • Discuss
  • 15 minutes

23
REPORTING
All organisational personnel, whether they are
full time facilitators/ assessors or contracted
for discreet training/ assessment projects,
should know what the procedures are for reporting
hazards They must also know the reporting
procedures for any accidents or incidents that
occur in the learning environment or in
association with training and assessment
procedures
24
SUMMARY
  • You have a legally enforceable duty of care to
  • ensure that you understand the legislative
  • requirements for OHS and have sufficient
  • competence in OHS requirements for the industry
  • Concerned
  • It is essential that you access appropriate
  • professional development to bring your OHS skills
  • and knowledge to the required level
