71. Protocol between the ministry of Defence and
the ministry of Research
- A protocol was signed in Dec. 2001 between the
Ministry of Research and the Ministry of Defence.
It aims at reinforcing cooperation and synergies
in RT and covers three issues - Concertation on the definition of technology
policies - Mutual assistance regarding expertise, foresight
and evaluation - Cooperation on RT projects
8Call for Tender Participation of the DGA to the
RRIT
RRIT stands for Réseaux de la Recherche et de
lInnovation Technologique (Research and
Technological Innovation Networks). These are
thematic networks that were implemented in 2001
by the Ministry of Research along with other
ministries (diffusion-oriented policy). There are
now 16 networks. In 2002, the DGA implemented a

financial participation to these networks. The
future of these networks is now uncertain

11Sélection des projets Les projets seront
sélectionnés sur les critères suivants - Les
propositions doivent entrer dans le champ de cet
appel à projets - Ils doivent être établis en
partenariat public/privé entre un ou plusieurs
laboratoires de recherche publique et un ou
plusieurs industriels - Ils doivent
obligatoirement être portés par un industriel -
Ils doivent décrire les accords (ou projets
d'accords) de partenariat incluant les aspects de
propriété industrielle (existence de brevets en
priorité ou de licences d'exploitation, partage
des droits à l'issue du programme) Evaluation
des projets - Originalité, caractère innovant au
regard de l'état de l'art et de l'environnement
international - Fondement scientifique -
Caractère opérationnel ou stratégique -
Faisabilité technique, réglementaire et
industrielle et adéquation des moyens - Qualité
et complémentarité des partenaires - Evaluation
de la liberté d'exploitation et état de la
propriété industrielle Une pré-sélection des
projets sera effectuée sur lettre d'intention à
partir des critères définis ci-dessus (date de
dépôt de la lettre d'intention mercredi 7
juillet à 12h).. Les projets à caractère
opérationnel ou stratégique seront privilégiés
par rapport à ceux générant des connaissances
plus amont. Une dizaine de projets seront retenus
à l'issue de cette pré-sélection et autorisés à
présenter un dossier complet qui fera l'objet
d'une évaluation externe (date de dépôt des
dossiers complets lundi 6 septembre à 12h). Au
final, seront retenus en 2004, 4 à 5 projets. Cet
appel à projets sera reconduit en
2005. Financement Budget global de l'appel à
projets 3,35 millions d'euros. Les projets
retenus par le comité de sélection composé
d'experts scientifiques, d'industriels et de
représentants des ministères chargés de la
Recherche, de la Défense et de l'Industrie seront
financés par une subvention. Le montant de l'aide
attribuée à une entreprise ne pourra excéder son
apport propre.

RRIT
12ANVAR support
- ANVAR is the French National Agency to enhance
SMEs research activities. - The DGA and ANVAR have signed an agreement
protocol in march 2002 (2002-2005) to support
SMEs that submit an innovation that has a
military or dual-use application. - This protocol also includes a collaboration in
terms of monitoring of technological development
and a support for participating to EUs call for
tender. - A Common will to unite their efforts to maintain
a high defence technology base.

- Redeemable loans (up to 50 in case of success)
- In 2002, it concerned only 9 regions Île de
France, Rhône Alpes, Bretagne, Centre, PACA, Midi
Pyrénées, Aquitaine, Lorraine and Franche Comté - 2,3 million euros in 2002
- Local investigators are assigned to ensure the
link between ANVAR and the DGA and represent the
DGA at regional commissions

Overview The Marketplace Overview This
part of IXARM web site deals with French Ministry
of Defence (MINDEF) tenders. Thus, the Defence
Ministry's Marketplace is a set of tools for
dematerialising part of the procurement processes
the Ministry uses. This Marketplace is common to
both "Armaments" (everything within the perimeter
of weapons, munitions, war materiel) and
"Non-armament" (all the Defence Ministry's other
purchases, like ..). This Marketplace includes a
notice publication area and four 'rooms' for use
by buyers and suppliers/manufacturers. Announceme
nt publication Calls for tenders managed in the
French Ministry of Defence (MINDEF) follow the
government contract code (CMP). As such, they are
usually officially published in the form of
notices. The portal is not a substitute for
official publication organs, but comes in
addition to them. The notice published in the
portal is in no way official. Whenever official
publication is not mandatory under the CMP, the
Ministry tries to structure its procedures by
publishing unofficial notices. Dematerialised
tendering room (SCDM) The SCDM is the
"Dematerialised tendering room". This is a
controlled-security space for managing exchanges
between the French Ministry of Defence (MINDEF)
and suppliers. Buyers can publish Company tender
calls (DCE's), and suppliers will eventually be
able to respond in accordance with the government
contract code (CMP). Purchase electronic
catalogue room (SAC), Inverse auction room (SEI)
and Invoicing room (FAC) To promote rapid
exchanges between the French Ministry of Defence
(MINDEF) and its suppliers, the MINDEF has
decided to set up three dematerialised
procurement tools in this portal. These are the
purchase electronic catalogue room (SAC), an
Inverse or Dutch auction room (SEI), and
eventually an Invoicing or e-billing room (FAC).
