  • Objective - is validation in practice of
    financial support tools promoting the best
    implementation of pollution abatement investments
    by financing priority environmental projects out
    of proceeds of the IBRD Loan to the Government of
    the Russian Federation (3806-RU) and a grant of
    the Government of the Swiss Confederation (TF
    3810).

  • Since 1995, the NPAF ED has considered more than
    500 investment proposals, evaluated and prepared
    for financing 63 investment projects in various
    industries. Seven projects are being implemented.

  • The object of studies at the Guidelines
    development is SEA process itself at preparations
    of strategic decisions at all phases, since the
    moment of selection of a social and economic
    problem to be addressed and to formation of the
    program of particular actions subject to
    realisation as a set of small projects.
