National Prescription Drug Utilization
Information System
  • NPDUIS established in September 2001 by F/P/T
    Ministers of Health
  • Responsibilities of PMPRB established by the
Minister of Health, pursuant to Section 90 of the
    Patent Act
  • Purpose to facilitate informed administration
of public drug plans in Canada by providing
  • Timely, standardized and comparative prescription
drug information from participating public drug
plans in response the priorities identified by
    the F/P/T Steering Committee
  • Critical analyses of price, utilization and cost
    trends
  • Collaborative initiative between CIHI and the
    PMPRB

4
New Drug Pipeline Monitor (NDPM)
  • Developed in response to repeated requests from
    F/P/T drug plan managers
  • Strongly endorsed by the NPDUIS Steering
Committee as a useful planning tool
  • A product of NPDUIS, the NDPM is an information
only tool and does not reflect the views of the
PMPRB or impact the PMPRB role in ensuring that
the prices of patented medicines sold in Canada
    are not excessive

5
New Drug Pipeline Monitor (NDPM)
  • Identifies new drugs and provides updates on
    those previously selected
  • Web-based tool that summarizes information on new
drugs in the pipeline that are
  • Stage III drugs expected to be launched in Canada
    within 2-5 years, and
  • Expected to have a significant impact in terms of
    therapeutic value

6
Findings from First Edition
  • Over 21,000 drugs in the BioPharm Insight
    database
  • Of the 1516 in Phase III (or with NDA/BLA filed)
over one third were Cancer drugs
  • 10 drugs chosen for NDPM

7
NDPM Second Phase
  • Purpose is two-fold
  • Update the list of drugs identified in the first
edition and explain methodology used to do so
  • Includes addition of new drugs and removal of
drugs that are no longer included in the pipeline
  • Profile a class of drugs identified in the
    previous edition including
  • Condition treated
  • Market analysis with key potential cost drivers
  • Not intended to be an in depth budget impact
    analysis

Potential Impact Field
  • Second and subsequent phases will include
    Potential Impact field
  • Used to gauge the potential impact the drug may
have on treatment outcomes as low, medium or high
  • Information gathered from financial and
    pharmaceutical sectors, therapeutic efficacy,
press releases and other available information
    (i.e. international pricing where available)
  • All drugs included are assumed to have a
significant impact (as per NDPM criteria)

10
Drug Class Profile
  • Cancer drugs
  • Half the drugs identified in the first phase were
    Cancer drugs
  • Direct impact on quality of life, length of time
    to progression
  • Information about treatment history, classes of
treatment and trends in Cancer spending in last 5
    years

11
Sources of Information
  • NDPM utilizes information from a variety of
sources including (but not limited to)
  • BioPharm Insight database
  • Company publications and projections
  • IMS data
  • Academic and government publications
  • Information from other jurisdictions if available

12
Interactive Website in development
  • Decision to develop website based on several
    factors
  • Recognition that drugs will be added to the NDPM
    faster then they are removed
  • The need to update the status of drugs more
frequently than the web based publications
  • Interest from users for an interactive format
  • Ability to query and narrow in on a specific drug
    of interest

13
Benefits of New Format
  • Allows NPDUIS to update information as frequently
    as required
  • Ability of user to pinpoint exact area of
interest through table of contents tool
  • Users will be able to search for a specific drug,
see history and updates and export their
    selections
  • Hyperlinks will allow users to access archived
    versions of published reports
  • All information is available in French and English

14
Looking forward
  • Begin work on the third annual publication and
    summary
  • Identify new sources of information for Market
Analysis and Potential Impact fields as they
    become available
  • Update and evergreen the list
